Job summary

WSP in the Middle East is seeking a Senior Testing, Commissioning & Completion Manager in Riyadh to lead testing, commissioning, and handover for a major infrastructure project. You will head the PMCM team, ensure regulatory and client requirements are met, and secure safe, efficient completion and asset handover.

The role demands 15+ years in testing/commissioning and 7+ years in senior leadership, with strong experience across utilities, SCADA, and integrated control systems.

Qualifications

• Bachelor's degree in Mechanical, Electrical, Instrumentation, or related engineering discipline.
• Minimum 15 years of experience in testing, commissioning, and project completion on large infrastructure.
• Minimum 7 years in a senior management or leadership role.
• Proven PMCM/consultancy experience delivering complex infrastructure projects.
• Strong experience with utilities, water and wastewater, roads, substations, SCADA, and asset handover.

Senior Testing, Commissioning & Completion Manager

The Senior Testing, Commissioning & Completion Manager will lead and manage all testing, commissioning, system completion, integration, operational readiness, and handover activities for major infrastructure project in Riyadh. Working within WSP's PMCM team, the role is responsible for ensuring that all infrastructure systems and assets are completed, tested, commissioned, and handed over safely, efficiently, and in compliance with project specifications, regulatory requirements, and client expectations.

Responsibilities

• Develop and implement project-wide Testing, Commissioning & Completion strategies, plans, procedures, and schedules.
• Lead and oversee testing, commissioning, system completion, and handover activities for civil, mechanical, electrical, instrumentation, SCADA, and utility systems.
• Establish and manage systemization, completion tracking, punch-list closeout, and turnover processes.
• Coordinate with contractors, stakeholders, utility authorities, and client representatives to ensure successful project delivery and asset acceptance.
• Review and approve commissioning documentation, completion dossiers, method statements, testing procedures, and handover packages.
• Monitor progress of testing, commissioning, and completion activities, identifying risks, interface issues, and implementing corrective actions.
• Witness and approve FAT, SAT, integrated systems testing, performance testing, reliability testing, and operational readiness activities.
• Ensure compliance with project specifications, quality standards, health and safety requirements, and applicable regulations.
• Lead defect management, punch-list resolution, system turnover, training, and final asset handover to operations and maintenance teams.
• Provide technical leadership and guidance to multidisciplinary commissioning and completion teams.

Qualifications

• Bachelor's Degree in Mechanical, Electrical, Instrumentation, or related Engineering discipline.
• Minimum 15 years of experience in testing, commissioning, and project completion activities on large-scale infrastructure projects.
• Minimum 7 years in a senior management or leadership role.
• Proven PMCM/Consultancy experience delivering complex infrastructure developments.
• Strong experience with utilities, water and wastewater systems, roads, transportation infrastructure, substations, SCADA, integrated control systems, and asset handover processes.
• Demonstrated experience managing system completion, turnover, operational readiness, and stakeholder acceptance activities.
• Previous experience in Saudi Arabia or the GCC region is highly preferred.
• Excellent leadership, stakeholder management, communication, and problem-solving skills.
