Job summary

Confidential Government is seeking a Senior Technical Project Manager to lead end-to-end delivery of complex government and enterprise technology initiatives in a regulated environment.

The role requires deep experience across planning, requirements, development, integrations, testing, deployment, and post-go-live support, with strong knowledge of on-premises environments, security, and governance systems.

Qualifications

• Bachelor's degree in Information Technology, Computer Science, Engineering, Project Management, or a related field.
• Minimum 15 years of experience in technical project management.
• At least 10 years managing enterprise systems for government entities or regulated organizations.
• Proven experience leading three government or enterprise technology projects in the last seven years.
• Experience in Board/Committee Governance systems is highly preferred.

Responsibilities

• Lead end-to-end delivery of complex technical projects within scope, time, budget, and quality.
• Manage project plans, resources, risks, issues, dependencies, stakeholders, and executive reporting.
• Lead cross-functional teams including BA, UI/UX, Development, QA, DevOps, Database, Cybersecurity, and Tech Support.
• Oversee governance-related enterprise projects (board/ committee management).
• Manage integrations via REST APIs and Web Services (SSO, email, SMS, e-signature).
• Ensure deployments in on-premises or isolated environments with internal CI/CD pipelines.
• Apply DevSecOps, SSDLC, code reviews, vulnerability management, automated testing and release planning.
• Coordinate change and release activities with deployment schedules and business continuity.
• Collaborate with cybersecurity and SOC teams on pen tests and vulnerability remediation.
• Ensure compliance with NCA and DGA controls, data privacy, access management, and audit logs.
• Oversee BRD, SRS, User Stories, Use Cases, Acceptance Criteria, user journeys, wireframes, RTL/Arabic UI specs.
• Manage UAT, performance, security, and integration testing; ensure defect resolution and approvals.
• Prepare executive KPI/SLA progress reports and risk mitigation actions.
• Manage vendors and subcontractors ensuring deliverable quality and SLA compliance.

Senior Technical Project Manager

We are seeking an experienced Senior Technical Project Manager to lead the delivery of complex government and enterprise technology projects.

The ideal candidate will have strong experience in managing the full project lifecycle, including planning, requirements, development, integrations, testing, deployment, and post-go-live support within government or regulated environments.

Key Responsibilities:

• Lead end-to-end delivery of complex technical projects, ensuring completion within approved scope, timeline, budget, and quality standards.


• Manage project plans, resources, risks, issues, dependencies, stakeholders, and executive reporting.


• Lead cross-functional teams including Business Analysis, UI/UX, Development, QA, DevOps, Database, Cybersecurity, and Technical Support.


• Oversee projects related to governance, board management, committee management, or similar enterprise systems.


• Manage integrations with internal and external systems using REST APIs and Web Services, including SSO, email, SMS, notifications, and e-signature services.


• Ensure implementation within on-premises or isolated environments, including local Git repositories and internal CI/CD pipelines.


• Apply DevSecOps and Secure Software Development Lifecycle practices, including code reviews, vulnerability management, automated testing, release planning, and deployment controls.


• Manage change and release activities, including deployment schedules, rollback plans, change windows, and business continuity requirements.


• Coordinate with cybersecurity and SOC teams to manage penetration testing, vulnerability remediation, and security compliance.


• Ensure compliance with NCA and DGA controls, data privacy requirements, access management, permissions, and audit logs.


• Oversee requirements and design deliverables including BRD, SRS, User Stories, Use Cases, Acceptance Criteria, User Journeys, Wireframes, and RTL/Arabic UI requirements.


• Manage UAT, performance, security, and integration testing; ensure defects are resolved and final approvals are obtained.


• Prepare executive reports covering KPIs, SLA performance, project progress, risks, issues, deviations, and corrective actions.


• Manage vendors and subcontractors, ensuring the quality of deliverables and compliance with contractual and SLA obligations.

Requirements:

• Bachelor's degree in Information Technology, Computer Science, Engineering, Project Management, or a related field.


• Minimum 15 years of experience in technical project management.


• At least 10 years of experience managing enterprise systems for government entities or regulated organizations.


• Proven experience managing at least three government or enterprise technology projects during the past seven years.


• Experience in Board Management, Committee Management, Governance Systems, or similar platforms is highly preferred.


• Strong knowledge of on-premises environments, DevSecOps, SSDLC, cybersecurity, system integrations, release management, and change management.


• Experience leading cross-functional teams of at least 10 members.


• PMP, PRINCE2, Agile, Scrum, or ITIL certifications are preferred.


• Fluent Arabic and English communication and documentation skills.
