Job summary

Confidential Government in Saudi Arabia seeks an experienced Senior Technical Project Manager to lead delivery of complex government and enterprise technology projects.

You will manage full lifecycle from planning to post go-live, drive cross‑functional teams (BA, UI/UX, Dev, QA, DevOps, Cybersecurity), ensure compliance with NCA/DGA and data privacy, and coordinate with stakeholders, vendors, and SOC teams.

Qualifications

• Bachelor’s degree in IT, CS, Engineering or PM.
• 15+ years of technical project management experience.
• 10+ years overseeing enterprise government/regulatory systems.
• Proven record leading 3+ govern/enterprise tech projects in past 7 years.
• Fluent Arabic and English in communications and documentation.

Responsibilities

• Lead end-to-end delivery of complex technical projects within scope, time, budget and quality.
• Manage project plans, resources, risks, issues, dependencies, stakeholders and executive reporting.
• Lead cross-functional teams including BA, UI/UX, Development, QA, DevOps, Database and Cybersecurity.
• Oversee governance/board/committee management and enterprise systems.
• Manage integrations via REST APIs and Web Services (SSO, email, SMS, e-sign).
• Ensure on-premises or isolated environments with local Git and internal CI/CD pipelines.
• Apply DevSecOps and SSDLC practices, including reviews, testing, deployment controls.
• Manage change and release activities, deployment windows and BCD requirements.
• Coordinate with cybersecurity and SOC teams for testing, remediation and compliance.
• Ensure compliance with NCA/DGA controls, data privacy, access management and audit logs.
• Oversee BRD/SRS/User Stories/Use Cases/Acceptance Criteria/Journeys/ Wireframes RTL/Arabic UI.
• Manage UAT, performance, security, and integration testing; ensure defects resolved and approvals obtained.
• Prepare executive KPIs, SLAs, progress, risks, issues and corrective actions.
• Manage vendors and subcontractors to meet contract and SLA obligations.
