We are currently seeking an experienced Workforce Planning & Resource Management professional to join a leading organization within a large-scale operational environment in Saudi Arabia.
The role will be responsible for leading workforce planning, manpower deployment, resource optimization, and workforce governance to ensure operational readiness, productivity, and effective utilization of resources.
Key Responsibilities:
- Lead workforce planning and manpower allocation across operational areas based on business demand and workforce requirements.
- Oversee day-to-day resource deployment and ensure appropriate staffing levels across shifts and operational activities.
- Manage workforce scheduling, attendance, roster planning, leave coverage, shift movements, and manpower availability.
- Monitor workforce utilization and identify opportunities to improve productivity and reduce idle or underutilized resources.
- Manage and control workforce-related costs, including overtime, temporary manpower, and other labor-related expenses.
- Analyze manpower requirements and develop short- and long-term workforce forecasts to support operational and budget planning.
- Monitor key workforce indicators such as utilization, absenteeism, overtime, productivity, leave utilization, and resource readiness.
- Ensure employees deployed to operational roles meet required competency, certification, licensing, and training requirements.
- Support workforce readiness for peak periods, operational changes, special projects, and changing business requirements.
- Drive workforce flexibility and multi-skilling initiatives to strengthen operational capability and business continuity.
- Work closely with relevant stakeholders to coordinate training, competency development, and workforce readiness requirements.
- Lead and develop the resource planning and deployment team through clear objectives, coaching, performance management, and continuous development.
- Identify opportunities to improve workforce processes through automation, digital tools, reporting, and data-driven decision-making.
- Maintain appropriate workforce governance and ensure deployment and scheduling practices comply with organizational policies and applicable labor requirements.
Qualifications & Experience:
- Bachelor's degree in Business Administration, Industrial Engineering, Human Resources, or a related discipline.
- 5–7 years of relevant experience in workforce planning, manpower/resource management, workforce deployment, scheduling, or workforce analytics within a complex operational environment.
- At least 2–3 years of supervisory or team leadership experience.
- Demonstrated experience supporting or managing large operational workforces across different employee categories and shift patterns.
- Previous experience within port, terminal, maritime, or closely related operational environments is required.
- Strong knowledge of workforce planning, scheduling, manpower optimization, and workforce governance.
- Strong analytical skills with advanced proficiency in Microsoft Excel and workforce reporting/data analysis.
- Experience working with workforce management, scheduling, or resource planning systems.
- Strong understanding of labor requirements and workforce compliance practices.
- Strong problem-solving, stakeholder management, communication, and decision-making skills.
- Fluency in Arabic and English is required.
