Job summary

TASC Outsourcing is seeking a Dry Buildings / Utilities Senior Project Manager in Riyadh to lead end-to-end delivery of dry utilities and building infrastructure packages. The role covers design coordination, pre-construction, construction, testing, energisation, handover and closeout.

You will manage schedules, budgets and interfaces for a major programme, coordinating consultants, contractors and authorities while ensuring HSE and quality compliance across the project.

Qualifications

• Bachelor’s degree in Electrical, Civil, Building Services Engineering or Construction Management.
• 15+ years of progressive experience in infrastructure, utilities, construction, or major programme delivery.
• Hands-on experience delivering dry utility packages on major projects.

Responsibilities

• Lead the delivery of dry utility packages including power, MV/LV systems, substations, telecoms, fibre, ICT/ELV, street lighting and corridors.
• Coordinate consultants, contractors, utility providers, authorities and multidisciplinary teams.
• Oversee schedules, budgets, risks, changes, interfaces and contractor performance.
• Coordinate design, procurement, construction and site activities to ensure package delivery.
• Manage utility interfaces, permits and service connections.
• Oversee testing, commissioning, energisation and handover activities.
• Monitor progress, identify delays or risks, and develop recovery plans.
• Ensure compliance with HSE, quality, and project requirements.
• Provide progress updates and dashboards to project leadership.

We are currently looking for an experienced Dry Buildings / Utilities Senior Project Manager to join a major programme in Riyadh, Saudi Arabia.

The role will lead the end-to-end delivery of dry utilities and building infrastructure packages, from design coordination and pre-construction through construction, testing, commissioning, energisation, handover and closeout.

Key Responsibilities:

• Lead the delivery of dry utility packages including power, MV/LV systems, substations, telecoms, fibre, ICT/ELV, street lighting, utility corridors and service connections.
• Manage and coordinate consultants, contractors, utility providers, authorities and multidisciplinary project teams.
• Oversee project schedules, budgets, risks, changes, interfaces and contractor performance.
• Coordinate design, procurement, construction and site activities to ensure successful package delivery.
• Manage utility interfaces, authority approvals, permits and service connections.
• Oversee testing, commissioning, energisation and final handover activities.
• Monitor project progress, identify potential delays or delivery risks, and develop recovery/action plans.
• Ensure compliance with HSE, quality, technical and project requirements.
• Provide progress updates, dashboards and executive-level reporting to project leadership.

Requirements:

• Bachelor’s degree in Electrical Engineering, Civil Engineering, Building Services Engineering, Construction Management or a related discipline.
• 15+ years of progressive experience in infrastructure, utilities, construction or major programme delivery.
• Strong hands‑on experience delivering dry utility packages on major projects.
• Solid experience across power, MV/LV, substations, telecoms, fibre, ICT/ELV, street lighting and/or utility corridors.
• Proven experience managing contractors, consultants, utility providers and authorities.
• Experience across construction, testing, commissioning, energisation and handover.
• Strong project management, stakeholder management, interface management, risk and reporting capabilities.
• Experience within major mixed‑use, urban development or large-scale infrastructure programmes is highly preferred.
