Job summary

Quest Oracle Community seeks an experienced Project Control Manager in Riyadh to oversee planning, cost, risk, and reporting for complex infrastructure projects through feasibility to close-out. Lead controls frameworks, baselines, and performance dashboards, coordinating with multi-disciplinary teams to ensure governance and client requirements are met.

Qualifications

• 10+ years of project controls experience in infrastructure, utilities or major capital projects.
• Proven expertise in project planning, cost management, schedule management and reporting.
• Strong proficiency with Primavera P6, cost management systems, and Power BI/Excel analytics.
• Solid understanding of Earned Value Management principles and integrated controls.
• Experience in multi-contract, multi-stakeholder environments with governance.
• Excellent stakeholder management and communication skills for senior leadership.
• Degree in engineering or equivalent, right to work in Saudi Arabia.

Responsibilities

• Lead the assessment of project environments and client requirements to design tailored controls.
• Establish and manage fit-for-purpose project controls frameworks with integrated baselines.
• Prepare analysis, dashboards, KPI packs, trend analysis, and forecasts for decision-makers.
• Facilitate planning and controls sessions with clients, teams and partners, virtual and in-person.
• Ensure compliance with governance and client requirements; support EVM systems where needed.
• Build professional relationships with clients and internal/external teams.
• Coach teams to improve controls capability and quality across the organisation.
• Monitor performance against baselines and propose proactive corrective actions.
