Job summary

Fluor is seeking a Senior Estimator for Jubail, Saudi Arabia, to develop detailed capital cost estimates for brownfield and modification projects within live facilities. The role supports conceptual, FEED and definitive estimates, review of documents, and coordination with engineering and operations to ensure accurate cost development.

Applicants should have 12–15 years in petrochemical cost estimating, strong turnaround experience, and proficiency with ACCE/Cleo/CostOS/Prism.

Qualifications

• Bachelor's Degree in Engineering or related field.
• 12–15 years cost estimating in petrochemical/industrial projects.
• 5 years brownfield mods, revamps, or plant expansion experience.
• Strong understanding of plant turnaround/shutdown activities.
• Experience estimating in Conceptual, FEED, and Detailed Engineering phases.
• Proficiency with ACCE, Cleopatra, CostOS, Prism or equivalent software.
• Knowledge of AACE estimating classifications/practices.
• Experience supporting EPC/EPCM or self-perform execution models.
• AACE CCP/CEP/PSP certification preferred.

Responsibilities

• Develop and prepare detailed capital cost estimates for brownfield petrochemical plant modifications and upgrades.
• Prepare conceptual, feasibility, FEED, and definitive estimates for projects within existing facilities.
• Review engineering docs, site surveys, P&IDs, plot plans, equipment lists, and MTOs for accurate cost development.
• Estimate costs for tie-ins, hot work, demolition, temporary facilities, plant shutdowns and turnarounds.
• Evaluate labor productivity, access restrictions, permitting, and operational constraints in brownfield projects.
• Develop indirect cost estimates including construction management, temporary facilities, scaffolding, insulation removal and reinstatement.
• Support risk and contingency analysis by identifying execution challenges and cost impact.
• Coordinate with engineering, operations, maintenance, turnaround and project controls to validate scope and assumptions.
• Analyze contractor/vendor quotations, benchmark costs against historical projects, and improve estimate accuracy.
• Prepare basis documentation, cost reports and investment-grade estimates for project approvals.
