Job summary

Hill International, Inc. in Riyadh seeks a senior Contracts Manager to lead and govern all contract management activities on multi‑billion projects in the Kingdom.

You will oversee workload distribution, administration of (sub)contracts, change orders, claims, and compliance with KSA procurement laws, ensuring timely closeouts and robust risk management. Qualifications

• Bachelor in engineering from an accredited university.
• Minimum 20 years’ experience in contracts management on large-scale projects.
• Experience with Saudi Arabia procurement law.
• Experience in workload distribution, execution, and personnel management.
• Technical and administrative knowledge of engineering/construction procurement regulations and practices.
• Demonstrated experience in pricing, contract law, contract drafting, administration and negotiation of change orders.
• Thorough knowledge of prime contracts management administration and (sub) contract formation and administration.
• Excellent verbal and written communication skills in both Arabic and English.
• Preferable experience of working in KSA.

Responsibilities

• Developing and ratifying department operating structure and processes based on PMM procedures.
• Ensuring functional compliance for awarded contracts (Performance, Invoicing, Change management, Claims, Close-out).
• Review change requests and claims for approval.
• Support other departments with contracts formation and management services.
• Monitor adherence of contracts to government and client procurement regulations.
• Oversee project close-out processes and handovers.
• Maintain knowledge transfer programs for contract staff.
