Role Context

The Senior Contract Administrator will operate within the claims and contract administration team responsible for protecting the client 's contractual position throughout delivery of a major rail program. Reporting to the Senior Claims Manager, the role combines construction contract knowledge with forensic schedule analysis to determine whether contractor claims are procedurally valid, technically substantiated, and supported by demonstrable entitlement. A major part of the assignment involves reconstructing project events, examining critical-path effects, separating employer and contractor responsibilities, and converting complex construction records into defensible recommendations. The resulting analysis will support claim determinations, negotiations, counterclaims, and broader dispute resolution strategy.

Key Responsibilities

• Examine complex construction claims involving delay, acceleration, disruption, productivity loss, scope change, and associated cost impacts.
• Analyze extension-of-time submissions and provide evidence-based recommendations regarding contractual entitlement.
• Assess contractor claims for compliance with contractual notification requirements and prescribed submission timescales.
• Determine whether initial claim substantiation is adequate before detailed forensic assessment begins.
• Review contractor narratives, schedules, correspondence, site records, technical documentation, and supporting claim evidence.
• Liaise with engineering, construction, planning, commercial, and project management teams to establish the factual background behind disputed events.
• Investigate technical construction matters that may have contributed to delay or disruption.
• Undertake forensic analysis of critical-path activities and determine the schedule effect of relevant project events.
• Identify concurrent delays attributable to contractors and evaluate their implications for extension-of-time entitlement.
• Establish the client 's contractual defense and develop counterclaim positions where supported by project records and contract provisions.
• Assess entitlement arising from changes in scope, extensions of time, and claimed financial quantum.
• Evaluate delay and disruption damages using appropriate contractual and analytical methodologies.
• Apply relevant SCL Protocol principles and AACE Recommended Practices when assessing extension-of-time claims.
• Use Primavera-based schedules to investigate historical progress, critical-path movement, sequencing changes, and claimed delay events.
• Contribute specialist forensic planning input to major claims and dispute resolution strategies.
• Prepare comprehensive claims reports explaining methodology, findings, contractual implications, and recommended actions.
• Develop documentation for peer review within the Contract Administration and Claims team before formal submission.
• Support preparation of recommendations and submissions for consideration by the Engineer.
• Present concise claims summaries, key findings, exposure areas, and recommended positions to senior internal stakeholders.

Ideal Profile

The position requires a degree in Civil Engineering or another construction-related discipline such as engineering or quantity surveying, supported by at least 10 years of relevant post-qualification experience on heavy civil construction projects. Substantial Rail or Metro construction experience is essential. Candidates should bring direct exposure to major contract claims and disputes on large, technically complex projects, preferably involving multi-billion-dollar programs. Full membership of a recognized technical professional institution such as MICE, MRICS, IEAust, or an equivalent body is required. Practical knowledge of FIDIC contracts or comparable international construction contract forms is also important. The successful candidate will have a strong planning and programming background together with demonstrated capability in forensic construction investigations, program delay analysis, extension-of-time assessments, disruption claims, and financial quantum evaluation. Sound knowledge of SCL Protocols and AACE Recommended Practices is expected. Experience building extension-of-time programs in Primavera is preferred, while strong working knowledge of Primavera is required. Familiarity with TILOS will be beneficial. Clear report writing, persuasive presentations, structured analytical thinking, stakeholder management, and the ability to defend technically complex findings are important for success in this senior client-facing position.
