Parsons in Riyadh is seeking a Senior Commercial Manager to oversee FIDIC-based contracts for major infrastructure projects. You will lead measurement, valuation, variations, claims, and cost control, advising project teams and the FIDIC Engineer on commercial strategy and risk management.

The role requires 15+ years in quantity surveying and commercial management, strong English, and experience with FIDIC. Arabic is a plus; Saudi exposure is preferred.

Competenze

• Bachelor's degree in Quantity Surveying, Commercial Management, Engineering, Construction Management, or related.
• Minimum 15 years in quantity surveying and commercial management on major projects.
• Experience under FIDIC Conditions of Contract.
• Experience in measurement, valuation, interim payments, variations, and claims.
• Experience in the Middle East, preferably Saudi Arabia.
• Understanding of construction methods, BOQ, specs, drawings, and controls.
• Knowledge of contract admin, risk management, and cost forecasting.
• Strong written and spoken English.
• Professional membership preferred.
• Arabic language skills are an advantage.
• Experience supporting or working with FIDIC Engineer or client-side.

• Contract and Commercial Administration – support the FIDIC Engineer in administering and managing contracts.
• Interpret requirements for measurement, valuation, payments, variations, and notices.
• Maintain understanding of obligations, entitlements, risks, and procedures.
• Review Contractor submissions for compliance with contract requirements.
• Maintain commercial records, trackers, and documentation.
• Ensure commercial recommendations are evidence-based and aligned with Client needs.
• Provide contractual and commercial guidance to project teams.
• Measurement & Valuation – verify measurements, applications for payment, and records.
• Undertake independent valuation of works, changes, and entitlements; support final accounts.
• Payment Certification – review interim payments and prepare assessments and certificates.
• Coordinate with finance and project controls; monitor cash-flow risks.
• Change & Variation Management – administer change control; evaluate changes and cost estimates.
• Maintain change/variation registers and ensure proper instruction and incorporation.
• Claims & Dispute Support – assist with claims, prepare position papers and recommendations.
• Maintain records for audits and dispute resolution as required.
• Commercial Reporting & Cost Management – prepare reports on values, commitments, forecasts, and costs.
• Support dashboards, budgets, earned value, and risk benchmarking.
• Governance, Compliance & Assurance – ensure compliance with FIDIC and internal controls.
