Overview
The Safety Officer is responsible for ensuring a safe working environment at the HV substation site by implementing project HSE plans, enforcing safety rules, and promoting a proactive safety culture.
Responsibilities
- Implement the Project HSE Plan and client safety requirements.
- Based on the project design document, execution scheme and project safety criteria, prepare the project safety control scheme and inspect the safety construction accordingly.
- Participate in fieldwork for site daily inspection and evaluation of the safety situation.
- Investigate and report the safety problems in a timely manner as per the regulations.
- Investigate and handle the safety accident, and provide the investigation report timely.
- Record the site safety situation strictly, and submit the safety inspection report timely.
- Regularly organize the safety overhaul and safety training.
- Ensure proper use of PPE and safety equipment.
- Investigate and report incidents, near misses, and unsafe acts.
- Coordinate with Site Manager to control high-risk activities.
- Conduct HSE induction and training for all site personnel.
- Maintain HSE records, reports, and statistics.
- Liaise with client HSE representatives and authorities when required.
Requirements
Special training, technology use and language skills:
- Fluent communication skills in English
- A safety certificate prevailing in Saudi Arabia.
COMPETENCIES:
- Strong knowledge of construction HSE practices, especially HV environments.
- Experience in live substation / high-risk works (preferred).
- Ability to enforce safety rules firmly but professionally.
- Knowledge of Saudi HSE regulations and utility safety standards.
- Incident investigation and reporting capability.
- Good teamwork sense and active in work.
- High responsibility, sense, and professional attitude.
- Excellent at organization and coordination.
