You will set up maintenance offices, establish service standards, and manage the resident experience across all buildings. You will oversee CAFM/CMMS implementation, vendor contracts, safety compliance, and budgeting, while developing Saudization initiatives and mentoring a local team.

Qualifications

• Bachelor's degree in Property/Facilities Management or related field; master's an advantage.
• 12+ years in property or facilities management with 5+ years in leadership.
• Experience managing large residential or mixed-use portfolios; affordable housing preferred.
• Experience setting up or scaling CAFM systems.
• Certifications: RICS, IFMA, BIFM/IWFM, PMP, NEBOSH or IOSH.
• Strong knowledge of Saudi real estate regulations.

Responsibilities

Senior Property Manager – Affordable Housing (Expert)

Location: Riyadh, Saudi Arabia

Employment type: 3-4 months contract

Role Purpose

We are looking for an expert Property Manager to lead our move into affordable housing. You will set up and run our maintenance offices and make sure residents get high-quality, well-maintained homes and shared spaces. You will build the operating model, vendor ecosystem and service standards for a new affordable housing portfolio, and advise leadership on strategy, compliance and growth.

Key Responsibilities

Maintenance office setup and operations

• Establish and run maintenance offices and a central helpdesk, including staffing, shift rosters, SLAs and escalation protocols.
• Oversee preventive, corrective and emergency maintenance across all building systems.
• Implement a CAFM/CMMS platform for work orders, asset registers, inspections and resident request tracking.

Best-in-class facilities delivery

• Plumbing and sanitation: ensure reliable water supply, leak detection, drainage and water-saving measures.
• Landscaping and gardening: maintain green spaces, irrigation and community areas to a high standard, using climate-appropriate, water-efficient planting suited to Riyadh.
• Electrical, HVAC and lifts: keep cooling systems, electrical safety and elevators reliable, especially in peak summer.
• Cleaning, pest control, waste management and security: set and audit service standards.
• Civil and structural: manage inspections, repairs and refurbishment.

Vendor and contract management

• Tender, negotiate and manage FM and specialist contractors, including performance, cost control, SLAs and penalties.
• Build a trusted supplier base that balances quality with affordability.

Resident Experience And Community

• Run a responsive resident service culture with clear communication, satisfaction surveys and complaint resolution.
• Support tenant onboarding, lease administration, community engagement and Arabic/English communications.

Compliance, health and safety

• Ensure compliance with Saudi building codes, Civil Defense requirements, municipal regulations, Ejar rental platform rules and relevant HSE standards.
• Lead safety audits, incident response and business continuity planning.

People and financial management

• Lead, train and develop maintenance managers, technicians and supervisors, with emphasis on Saudization and local talent development.
• Own OPEX and CAPEX budgets, forecasting and cost-reduction initiatives; track service charges, arrears and asset lifecycle costs.

Qualifications And Experience

• Bachelor's degree in Property/Facilities Management, Engineering, Real Estate, Business or a related field; master's degree is an advantage.
• 12+ years in property or facilities management, with at least 5 years in a senior leadership role.
• Proven experience managing large residential or mixed-use portfolios; direct affordable or social housing experience strongly preferred.
• Track record of setting up or scaling maintenance operations and CAFM systems.
• Preferred certifications: RICS, IFMA (CFM/FMP), BIFM/IWFM, PMP, NEBOSH or IOSH.
• Strong knowledge of the Saudi real estate and regulatory landscape.
