Job summary

Euro Group in Saudi Arabia seeks an experienced Project Manager to lead a county-wide environmental baseline and monitoring program, overseeing planning, delivery, QA/QC and stakeholder engagement for multidisciplinary teams implementing MEWA/ISO compliant sampling and laboratory analysis (air, water, soil, noise), GIS guided monitoring, centralized environmental data management and visualization, geostatistical analysis, reporting and handover of data ownership to the client.

Qualifications

  • Master’s degree in Environmental Science/Engineering, Environmental Management, Geospatial Science, or related discipline.
  • PMP or equivalent project management certification preferred.
  • Strong technical knowledge of environmental monitoring (air, water, soil, noise), MEWA/ISO standards, QA/QC, laboratory procedures and chain-of-custody practices.
  • Demonstrated experience with GIS applications, spatial analysis and environmental data management systems.
  • Familiarity with statistical analysis methods used for trend detection and environmental anomaly identification.

Responsibilities

  • Lead end-to-end project delivery: scope refinement, workplans, schedules, budgets, procurement and contract management.
  • Oversee technical implementation of field monitoring (air, water, soil, noise) across multiple zones, ensuring MEWA/ISO compliance.
  • Coordinate multidisciplinary teams and subcontractors; assign tasks and monitor performance.
  • Implement and enforce QA/QC protocols for sampling, chain of custody and laboratory analysis.
  • Supervise development and deployment of centralized environmental data management and visualization system; ensure data security and transfer of ownership.
  • Ensure GIS-guided site selection, spatial data capture and production of geostatistical maps and analyses.
  • Manage production of technical deliverables: baseline reports, monitoring plans, procedures, QA/QC reports, analyses, maps and handover docs.
  • Lead stakeholder engagement with government agencies and local authorities; represent the project in meetings.
  • Design and deliver capacity-building activities and training for client staff.
  • Identify project risks and mitigate to meet quality, schedule and budget targets.
  • Provide progress reports and ensure compliance with contractual and regulatory requirements.

Job description

Job Type: To generate a scientifically validated environmental baseline and use it to build a data driven strategy that strengthens regulatory oversight, supports sustainable development, and enables long term environmental management across the entire jurisdiction.

Job Summary: Lead and manage the execution of a county wide environmental baseline and monitoring program. The Project Manager will oversee planning, delivery, QA/QC and stakeholder engagement for multidisciplinary teams implementing MEWA/ISO compliant sampling and laboratory analysis (air, water, soil, noise), GIS guided monitoring, centralized environmental data management and visualization, geostatistical analysis, reporting, training and handover of data ownership to the client.

Key Responsibilities
  • Lead end-to-end project delivery: scope refinement, workplans, schedules, budgets, procurement and contract management.
  • Oversee technical implementation of field monitoring (air, water, soil, noise) across urban, agricultural, heritage, tourism, industrial, airport and reserve zones, ensuring MEWA/ISO compliance.
  • Coordinate multidisciplinary teams (field, GIS, laboratory, data, statistical analysts, consultants) and subcontractors; assign tasks and monitor performance.
  • Implement and enforce QA/QC protocols for sampling, chain of custody and laboratory analysis.
  • Supervise development and deployment of a centralized, scalable environmental data management and visualization system compatible with client platforms; ensure data security, confidentiality and successful transfer of ownership.
  • Ensure GIS-guided site selection, spatial data capture and production of geostatistical maps and spatial analyses to identify hotspots, pollution sources, sensitive areas and trends/anomalies.
  • Manage production of technical deliverables: baseline reports, monitoring plans, standard operating procedures, QA/QC reports, statistical analyses, geospatial maps and final handover documentation.
  • Lead stakeholder engagement and coordination with government agencies, local authorities, heritage managers and other relevant parties; represent the project in meetings and workshops.
  • Design and deliver capacity-building activities and training for client staff on field methods, data systems, GIS, QA/QC and interpretation of results.
  • Identify project risks, develop mitigation plans and ensure timely resolution of issues to meet quality, schedule and budget targets.
  • Provide regular progress reports and presentations to the client and project sponsors; ensure compliance with contractual and regulatory requirements.
Qualifications
  • Master’s degree in Environmental Science/Engineering, Environmental Management, Geospatial Science, or related discipline.
  • PMP or equivalent project management certification preferred.
  • Strong technical knowledge of environmental monitoring (air, water, soil, noise), MEWA/ISO standards, QA/QC, laboratory procedures and chain-of-custody practices.
  • Demonstrated experience with GIS applications, spatial analysis and environmental data management systems.
  • Familiarity with statistical analysis methods used for trend detection and environmental anomaly identification.
Experience
  • Minimum 10 years of professional experience in project management, with at least 5 years leading complex environmental monitoring or assessment programs.
  • Proven track record managing multidisciplinary teams and large field/laboratory monitoring programs across multiple land‑use zones.
  • Experience delivering data management/visualization platforms and conducting geostatistical analyses; experience working with governmental agencies preferred.
