Parsons is seeking an amazingly talented Program Director to join our team. You will lead large-scale, complex major mixed-use programs valued up to $5Bn, providing strategic leadership across scope, schedule, cost, risk, quality, and stakeholder outcomes while aligning with contractual commitments.

You will direct all phases, coordinate with clients and subcontractors, establish execution and QA plans, and manage budgets and change orders.

Qualifications

  • Bachelor’s degree in architecture or engineering and typically 25+ years of related work experience.
  • Significant project management, delivery management, and technical management at senior level.
  • Professional registration is required.
  • Incumbent must meet Parsons’ project management certification requirements.

Responsibilities

  • Provide direction and management for all phases of large programs to ensure on-schedule completion within budget and contractual obligations.
  • Represent the company with clients and subcontractors, negotiate scope changes, and collaborate on business development.
  • Establish and oversee Project Execution Plan, Health and Safety Plan, QA/QC Plan and related documents.
  • Set program requirements, monitor deliverables, and develop responsibility matrices for identified subs.
  • Direct execution of all business, technical, fiscal and administrative functions and mentor subordinates.
  • Mobilize resources and coordinate with offices to form capable project teams.
  • Develop budgets, schedules and plans; ensure goals are met or exceeded.
  • Devise actions to address cost overruns or delays; manage change orders.
  • Promote technical and commercial excellence through QA processes and status reviews.

Job Description:

Parsons is looking for an amazingly talented Program Director to join our team.

In this role, the Program Director is accountable for the strategic leadership, governance, and delivery of one or more large scale, complex major mixed-use programs and portfolios, typically valued up to $5Bn. The role provides enterprise level oversight across scope, schedule, cost, risk, quality, and stakeholder outcomes, while ensuring alignment with Parsons’ strategic objectives and contractual commitments

What You'll Be Doing:
  • Provides direction and management for every phase of large projects or programs to assure on-schedule completion within or below budget and in accordance with contractual obligations.

  • Acts as the Company representative with the client and selected subcontractors during the program execution. Negotiates changes to the scope of work with the client and key subcontractors. Collaborates with Business Development to market and secure additional work with client. Responsible for following up on instructions and commitments associated with the project. Participates in negotiations with regulatory agencies and in public meetings in support of clients.

  • Oversees establishment of Project Execution Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan, and other documents as required.

  • Establishes the program requirements for all areas of the projects and monitors the draft and final deliverables for adherence to these criteria. Responsible for the development and distribution of a responsibility matrix that outlines our role as LDC and the identified subs.

  • Plans, directs, supervises, and controls the execution of all business, technical, fiscal, and administrative functions of the assigned projects. Assigns responsibility for executing project plans to key subordinates after careful assessment of how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Field responsibilities may include labor relations, local procurement and payroll operations, etc., if required.

  • Mobilizes company resources, through liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Discusses the qualifications required of the key project positions in specific detail with the profit center and department managers. Collaborates with the office facilities staff to address project space requirements.

  • Works with other managers, project engineers, and discipline leads to develop budgets, schedules, and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans.

  • Works with the key project individual to devise and execute actions plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the client and company management of any such changes. The Sector Director is specifically responsible for maintaining current and timely change orders.

  • Promotes technical and commercial excellence on the project through application of Quality Assurance processes. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions, which would affect project cost or schedule. Establishes weekly meeting to review project status and formulate action items.

  • Performs other responsibilities associated with this position as may be appropriate

What Required Skills You'll Bring:
  • Bachelor’s degree in architecture or engineering and typically 25+ years of related work experience is required.

  • Prior experience must include significant project management, delivery management, technical management assignments at the Senior level.

  • Professional registration is to be also required.

  • Incumbent must meet Parsons’ project management certification requirements

What Desired Skills You'll Bring:
  • Proven ability to perform in a management capacity, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are also required.

  • Knowledgeable of current technology and how it can be effectively utilized on the project.

  • Broad general technical and business background, as well as previous project management on giga projects with particular experience in completing the design for such development.Experience of operations management of personnel and facilities.
