Key Responsibilities:

• Administer dam O&M contracts from mobilization through execution, completion and close-out.
• Monitor O&M contractors and verify performance against contractual requirements.
• Review contract conditions, scopes of work, technical specifications, bills of quantities and approved deliverables.
• Monitor contractors’ compliance with approved work programs, staffing requirements, service levels and response times.
• Review contractors’ technical submissions, maintenance plans, method statements and progress reports.
• Coordinate technical reviews across civil, structural, mechanical, electrical, hydraulic, instrumentation and control disciplines.
• Verify that contractors provide the required personnel, tools, equipment, materials and spare parts.
• Monitor preventive, predictive, corrective and emergency maintenance activities.
• Review daily, weekly, monthly and look-ahead schedules.
• Track work progress and confirm delivery against approved plans, contractual milestones and Client instructions.
• Identify delays, resource constraints, incomplete works and emerging contractual risks.
• Follow up recovery measures and corrective-action plans.
• Review contractors’ payment certificates and verify completed quantities and supporting documentation.
• Confirm that claimed work has been inspected, accepted and properly recorded.
• Coordinate payment verification with engineering, planning, cost control, Finance and Contracts teams.
• Review variations, additional-work requests, claims and change proposals.
• Assess the technical, cost and schedule impact of proposed changes.
• Maintain contract registers covering payments, variations, claims, correspondence, deliverables and risks.
• Prepare contractual correspondence, technical assessments and recommendations.
• Monitor contract values, commitments, expenditure and remaining balances.
• Monitor contractor KPIs, service-level agreements and performance trends.
• Verify compliance with quality, environmental, safety and permit-to-work requirements.
• Monitor defects, non-conformances and outstanding actions through to closure.
• Participate in site inspections, testing, commissioning and handover activities.
• Review completion certificates, as-built drawings, O&M manuals, warranties and close-out documentation.
• Participate in contractor coordination, progress, technical and performance-review meetings.
• Prepare technical, contractor-performance and full-scope project reports.
• Highlight contractual non-compliance, schedule delays, financial concerns and required management decisions.
• Maintain complete and auditable records of instructions, submissions, approvals and completed work.
• Prepare clear daily, weekly, monthly, annual and technical reports as required by the assignment.
• Coordinate with government stakeholders, consultants, contractors and multidisciplinary teams.
• Attend meetings, inspections and site visits anywhere in Saudi Arabia as required.
• Comply with Saudi laws, applicable codes, Client procedures, quality requirements and occupational health and safety obligations.
• Bachelor’s degree in Civil, Mechanical or Electrical Engineering, or an equivalent relevant discipline, from a recognized university.
• Minimum 8 years of professional experience in engineering, O&M or contract administration.
• Previous experience with dam facilities is required.
• Sound knowledge of dam civil and structural assets, mechanical equipment and control systems.
• Experience administering O&M, infrastructure or engineering contracts.
• Demonstrated experience monitoring contractor performance and contractual deliverables.
• Experience reviewing payment certificates, completed quantities and supporting records.
• Ability to review project schedules and verify reported progress.
• Experience handling variations, claims, contractual correspondence and change requests.
• Ability to interpret engineering drawings, specifications, bills of quantities and contract conditions.
• Strong technical-reporting, analytical, documentation and coordination skills.
• Relevant experience must be supported by verifiable employment records, project references, reports or studies when requested.
