Job summary

Confidential Government seeks an experienced .NET Core Development Team Lead to steer secure enterprise web applications in a government context. You will lead development teams, define quality standards, and ensure cybersecurity, governance, and performance requirements are met.

The role involves API-driven integrations, Angular frontend oversight, DevOps leadership, and Enterprise system design using microservices and DDD principles. Fluency in English/Arabic preferred.

Qualifications

• Bachelor’s degree in IT, CS, or related field.
• 12+ years of web app development with .NET Core and MS technologies.
• 5+ years leading software development teams.
• 3+ years in Agile/Scrum environments.
• 10+ years frontend Angular experience.
• Strong DevOps and CI/CD experience.
• Experience with REST, SOAP, and web services integrations.
• DDD, microservices, distributed systems experience.
• Strong SQL Server, DB design, and performance tuning.
• Experience with OutSystems platform is required.
• Security-focused with secure SDLC practices.
• Experience in government or high-security environments preferred.
• Knowledge of NCA and DGA controls preferred.
• MCPD certification preferred.

Responsibilities

We are seeking an experienced .NET Core Development Team Lead to lead the design, development, and delivery of secure enterprise web applications within a government or highly regulated environment.

The successful candidate will lead development teams, oversee technical delivery, establish software quality standards, and ensure that solutions meet integration, cybersecurity, governance, and performance requirements.

Key Responsibilities:

• Lead and manage the development team, assign technical tasks, monitor delivery, and ensure high-quality output.
• Design, develop, and maintain enterprise web applications using .NET Core and Microsoft technologies.
• Lead the design and implementation of complex integrations using APIs, Web Services, REST, and SOAP.
• Oversee the development of frontend applications using Angular.
• Apply Agile/Scrum practices and support sprint planning, task prioritization, and technical delivery management.
• Implement and manage DevOps practices, including CI/CD pipelines, automated deployments, and release processes.
• Design scalable distributed systems and Microservices architecture.
• Apply Domain-Driven Design (DDD) principles in solution design and implementation.
• Review code, enforce coding standards, and ensure adherence to software quality and security best practices.
• Design and optimize SQL Server databases, data models, and system performance.
• Work with OutSystems platform where required.
• Ensure technical solutions align with cybersecurity, governance, privacy, and access-control requirements.
• Support compliance with NCA and DGA requirements within the implemented solutions.
• Lead the development and enhancement of enterprise Board and Committee Management Systems, including required technical integrations and governance controls.
• Coordinate with infrastructure, cybersecurity, business analysis, QA, DevOps, and project management teams.
• Identify technical risks, resolve complex technical issues, and ensure timely delivery of project milestones.

Requirements:

• Bachelor’s degree in Information Technology, Computer Science, Software Engineering, or a related field.
• Minimum 12 years of experience in web application development using .NET Core and Microsoft technologies.
• At least 5 years of experience leading software development teams and managing technical tasks.
• At least 3 years of experience working in Agile/Scrum environments.
• Minimum 10 years of hands-on experience in Angular frontend development.
• Strong practical experience in DevOps tools and CI/CD implementation.
• Strong experience in complex system integrations using REST APIs, SOAP, and Web Services.
• Demonstrated experience in Domain-Driven Design, Microservices, and Distributed Systems architecture.
• Advanced knowledge of SQL Server, database design, and performance optimization.
• Experience with Out Systems platform is required.
• Strong understanding of information security best practices, code review, and secure software development.
• Experience in government entities or financial institutions with high security and compliance requirements is highly preferred.
• Experience with NCA and DGA controls and compliance requirements.
• Microsoft Certified Professional Developer (MCPD) certification is preferred.
• Strong technical analysis, problem-solving, decision-making, and technical risk-management skills.
• Fluent Arabic and English communication skills are preferred.
