Job summary

Norconsult Telematics seeks a Senior Program Manager to lead the Project Management Consultancy across a national infrastructure program in Saudi Arabia, spanning modular construction and renovation of operation centers and WIM stations.

You will govern design, procurement, construction, cost and risk to handover, reviewing submittals after CSC first-line checks and guiding delivery to budget and quality targets.

Qualifications

• 18–20 years in construction project and program management, multi-site leadership.
• Experience governing design offices, supervision consultants, contractors.
• DfMA/P-DfMA experience with off-site production.
• Knowledge of SBC and ISO 9001; BIM ISO 19650 familiarity.
• PMP certification required; PgMP preferred; Saudi/GCC delivery experience preferred.

Responsibilities

• Lead the PMC across a national infrastructure program in Saudi Arabia.
• Govern design, procurement, construction, cost and risk to handover.
• Establish program standards, governance, and target operating model.
• Run the PMO with centralized governance, processes, templates, and tools.
• Oversee both new-build and renovation streams within a multi-site portfolio.
• Direct program risk management and project reporting to stakeholders.
