Role Context

The Materials Inspector provides an essential quality control checkpoint between approved technical requirements and the materials physically incorporated into construction works. The role requires independent verification that delivered products originate from approved sources, carry the correct certification, satisfy testing requirements, and remain suitable for their intended application. Material quality can directly affect structural performance, pavement durability, earthwork stability, and long-term asset reliability. Effective inspection therefore extends beyond checking deliveries. Sampling, laboratory testing, field verification, storage conditions, traceability, and non-conformance management must all be controlled throughout the construction cycle. Working closely with Material Engineers, Site Engineers, laboratories, suppliers, and construction teams, the inspector will provide accurate evidence for material acceptance decisions while helping prevent unsuitable or non-compliant products from entering permanent works.

Key Responsibilities

• Inspect construction materials delivered to project sites before acceptance and use.
• Verify delivered materials against approved specifications, drawings, and material submittals.
• Confirm that materials originate from approved manufacturers and suppliers.
• Review material source approvals and associated technical documentation.
• Validate delivery notes, batch certificates, certificates of conformity, and laboratory reports.
• Check material identification and traceability against approved project records.
• Conduct sampling activities in accordance with approved inspection and test plans.
• Witness laboratory and field testing for concrete, aggregates, steel, asphalt, soil, and related materials.
• Verify that testing methods comply with applicable specifications and approved procedures.
• Review test results and identify values that fall outside acceptance criteria.
• Coordinate testing schedules with Material Engineers, Site Engineers, and approved laboratories.
• Monitor concrete materials and associated quality requirements during construction activities.
• Inspect materials used for paving and asphalt works.
• Verify materials incorporated into earthworks and backfilling operations.
• Confirm that construction materials comply with relevant Saudi Arabian standards and regulatory requirements.
• Inspect material storage areas to ensure suitable environmental and protection conditions.
• Monitor handling practices to prevent contamination, segregation, deterioration, or physical damage.
• Verify that stored materials remain identifiable and traceable.
• Identify expired, damaged, contaminated, or otherwise unsuitable materials.
• Prevent non-approved materials from being incorporated into permanent construction works.
• Monitor material usage for consistency with approved specifications.
• Identify potential wastage, misuse, or unauthorized material substitution.
• Prepare Work Inspection Requests and supporting inspection documentation.
• Maintain detailed material inspection logs and testing records.
• Record material approvals, rejections, test status, and outstanding actions.
• Compile documentation required for quality assurance and quality control records.
• Support preparation of as-built and project closeout documentation.
• Raise Non-Conformance Reports when materials fail specified requirements.
• Clearly document the technical basis for material rejection or corrective action.
• Track non-conformance items through resolution and formal closure.
• Verify corrective actions before accepting previously non-compliant materials.
• Coordinate material-related technical issues with engineering and construction teams.
• Provide accurate inspection information to support timely site decisions.
• Report daily inspection activities and testing status to the Material Engineer and Resident Engineer.
• Support project audits by retrieving relevant inspection and material records.
• Assist auditors and project representatives during material-related site inspections.
• Maintain compliance with Health, Safety, and Environment procedures during sampling and testing.
• Observe safe practices around laboratories, construction equipment, and active work areas.
• Use digital documentation and project management systems where implemented.
• Maintain organized, traceable, and audit-ready quality records throughout the project lifecycle.

Ideal Profile

Candidates should hold a BEng or MEng in Civil Engineering or a related discipline and have at least 10 years of professional experience in construction materials inspection, quality assurance, quality control, or comparable site-based engineering work. Strong technical knowledge of concrete, aggregates, reinforcing steel, asphalt, soil, and other commonly used construction materials is required. Candidates should understand how material properties, sampling methods, testing procedures, and acceptance criteria influence construction quality. In-depth familiarity with Saudi Arabian construction standards, regulatory requirements, and local authority procedures is important for this position. The successful candidate should have practical experience interpreting material specifications, approved submittals, inspection and test plans, laboratory reports, and certification documentation. Strong judgment is required because the inspector must be capable of making technically supported recommendations regarding material acceptance or rejection. Candidates should also be experienced in identifying non-conformances and monitoring corrective actions through closure. Clear technical reporting and disciplined record management are essential. Inspection documentation must remain accurate, organized, and readily available for project reviews, audits, and final records. Knowledge of construction Health, Safety, and Environment requirements is expected. Familiarity with digital documentation platforms and construction project management software is preferred. A valid driver 's license and willingness to travel between project sites as required are necessary for the role.
