Job summary

Julphar in Jeddah, Saudi Arabia, seeks an experienced engineering leader to direct facilities, utilities, and maintenance within a cGMP pharmaceutical environment.

The role requires 15+ years in pharma engineering, ability to manage CAPEX/OPEX, drive safety, and ensure regulatory compliance while mentoring teams across multiple projects.

Qualifications

• Bachelor’s degree in engineering or related field with significant experience in pharmaceutical engineering and facilities management.
• Minimum 15+ years in pharma engineering, project, facilities maintenance, utilities, HVAC, electrical and OM management.
• Expertise in cGMP regulations for manufacturing facilities and QA/QC systems.
• Ability to multi-task across complex, multi-project environments and manage budgets.

Responsibilities

• Define optimal organizational structure for the engineering department to ensure effective resource use and communication.
• Identify, recruit, and retain qualified engineering professionals.
• Coordinate with HR for staff training to meet competency requirements and provide mentorship.
• Provide professional guidance and support across all engineering functions.
• Oversee utilities operations (water, HVAC, compressed air, nitrogen, electrical) per cGMP and procedures.
• Direct maintenance activities across cGMP premises, equipment, and utilities (preventive and corrective).
• Manage spare parts procurement, storage, and inventory.
• Partner in new projects from URS through FAT/SAT, commissioning, and qualifications.
• Apply cGMP and QMS requirements across engineering activities; participate in audits and cross-functional activities.
• Support technical departments to achieve KPIs and ensure excellence in engineering.
• Manage CAPEX/OPEX to align with budget and timelines.
• Oversee Environmental, Health and Safety responsibilities per ISO 14001:2015 and HSE policies.

Job description

• Manage the engineering department activities: Define optimal organizational structure to ensure efficient resource utilization and communication, Identify, recruit, and retain qualified engineering professionals, Coordinate with HR for initial and ongoing staff training to meet competency requirements. Provide professional guidance, mentorship, and support across all engineering functions.
• Utilities Operation activities: oversees the operations of different utilities like water system, HVAC, Compressed air, Nitrogen, electricity as per Procedure and cGMP requirement. BMS….
• Maintenance activities: all cGMP premises, Equipment, utilities corrective and preventative maintenance execution.
• Manage all spare parts needed: Procurements, storage & inventory
• Partner in new project: Premises, utilities, equipment from URS, Assessment of Vendors, Offers, execution, FAT, SAT, Commissioning, qualifications.
• Applying cGMP requirements through all engineering activities including QMS, auditing, cross function activities.
• Support all technical departments to achieve the overall technical operation KPIs, applying excellence in engineering activities.
• Manage all CAPEX/OPEX activities to be within the planned budget.
• Environmental, Health and Safety Responsibilities:

Follow the company’s Environmental Management System (ISO 14001:2015) and HSE policies in daily work. Actively minimize environmental impacts, maintain a safe workplace, and handle tasks responsibly (e.g. proper disposal of waste, safe use of equipment). Report hazards, non-conformities, or environmental issues to supervisors and support continual improvement initial.

Qualification/Functional Knowledge:

• Bachelor’s degree in engineering or any related scientific discipline with appropriate amount of combined 15+ years of experience is required.
• 15+ years of experience in pharmaceutical industries in Engineering, Project, Facilities Maintenance, Utility, HVAC, Electrical and operation and maintenance management systems.
• Expertise in cGMP regulations and requirements for manufacturing-facility utilities that include understanding of cGMP compliance within control.
• Familiar with the Quality Compliance System.
• Ability to multi-task and manage complexity with multiple projects and contacts efficiently.
• Experience in managing OPEX & CAPEX budgets and ensuring projects stay within budget and timeline.
