Job summary

Bechtel is seeking a Logistics Lead for the Expo 2030 Riyadh program, reporting to the Construction Logistics manager. You will lead planning, governance, integration, and assurance of all construction logistics across assigned delivery areas, ensuring safe, efficient, and cost-effective execution.

Responsibilities

• Lead a multidisciplinary team of Site Logistics Managers, Engineers, Representatives, Traffic Coordinators, and Data Analysts.
• Develop and maintain integrated Construction Logistics Plans and program-wide strategies.
• Review and monitor Contractor Logistics Plans, TMPs, Access Plans and Logistics Plans for compliance.
• Plan and monitor logistics operations including materials, equipment, personnel, fuels, waste, and temporary infrastructure.
• Collaborate across clients, PMCs, Contractors, Procurement, Engineering, and Government Authorities to integrate logistics into delivery.
• Develop logistics execution strategies including haul roads, gates, traffic management, and laydown areas.
• Manage land plot allocations, temporary facilities, and logistics infrastructure.
• Coordinate interfaces and handovers between Contractors, EXPO, Operations, and Asset Owners.
• Develop scopes of work, budgets, contract documents and procurement support for logistics services.
• Identify risks and develop mitigation strategies to minimise safety, commercial, schedule, and operational impacts.
• Monitor performance, conduct reviews, and drive continuous improvement in logistics operations.

Project Overview:

"Expo 2030 Riyadh is a global platform where countries, organizations, and individuals will come together to collaborate. Under the theme “Foresight for Tomorrow,” the Expo promotes sustainable development, innovation, and transformative thinking. The event will be held from October 2030 to March 2031 and is expected to welcome over 40 million visits.
The 6 km² Masterplan outlines a comprehensive framework for participation and infrastructure at the Expo. The exhibition space, totaling 491,100 m² GFA, can accommodate up to 197 participating countries and 29 international organizations. Working collaboratively with our customer, Expo 2030 Riyadh Company (ERC), Bechtel will manage the infrastructure program which comprises early works, utilities, and publicly accessible spaces like streets and parks. Our scope on the six-square-kilometer site will transition into a mixed-use legacy development to serve the community after the six-month event is over. The project’s master plan leverages international sustainability standards for urban afforestation, treated water, and energy sources. "

Job Summary:

Reporting to the Construction Logistics manager, the Logistics Lead is responsible for leading the planning, governance, integration and assurance of all construction logistics activities across assigned EXPO delivery areas. The role develops and implements integrated logistics strategies that support engineering, procurement, construction, commissioning and operational readiness while ensuring safe, efficient, and cost-effective project delivery.

The Logistics Lead acts as the focal point for construction logistics, overseeing contractor logistics performance, traffic and construction access management, logistics infrastructure, land plot allocation, logistics handovers and temporary facilities. Working collaboratively across EXPO Client, PMCs, Contractors, Government Authorities, and key stakeholders, the role ensures logistics solutions are fully integrated into programme delivery, minimizing risk and supporting successful project execution.

Major Responsibilities:

• Leads and develops a multidisciplinary team of Site Logistics Managers, Site Logistics Engineers, Site Logistics Representatives, Traffic Coordinators, and Data Analysts.
• Develops, implements and maintains integrated Construction Logistics Plans and programme-wide logistics strategies.
• Reviews, approves and monitors Contractor Logistics Plans, Traffic Management Plans (TMPs), Construction Access Management Plans and Logistics Execution Plans to ensure compliance with project requirements and logistics standards.
• Plans and monitors logistics operations, including the movement of construction materials, equipment, personnel, fuels, waste, and temporary construction infrastructure.
• Collaborates across EXPO Client, PMCs, Contractors, Procurement, Engineering, Construction, Project Controls, Commercial, and Government Authorities to integrate logistics into programme delivery.
• Develops logistics execution strategies, including haul roads, access gates, traffic management, workforce movement, laydown areas, logistics hubs, fabrication yards, storage facilities, temporary utilities, parking, and support compounds.
• Manages the allocation, utilisation, and governance of logistics land plots, temporary facilities, and logistics infrastructure throughout the project lifecycle.
• Coordinates logistics interfaces and handovers between Contractors, EXPO, Operations, and Asset Owners to support phased construction completion and operational readiness.
• Develops logistics scopes of work, budgets, contract packaging and technical requirements to support procurement and logistics service delivery.
• Identifies logistics risks and develops mitigation strategies to minimise safety, commercial, schedule, and operational impacts.
• Monitors contractor logistics performance, conducts compliance reviews, and drives continuous improvement across logistics operations.
• Provides logistics reporting, dashboards, KPI monitoring, and executive presentations to support programme governance and decision-making.

Education and Experience Requirements:

• Bachelor's degree in Engineering, Construction Management, Supply Chain, Logistics, Business, or equivalent.
• Requires 15–17 years of progressively responsible experience in construction logistics planning and management on major infrastructure or mega projects, preferably within a PMC, EPC Contractor, or Client organization.

Required Knowledge and Skills:

• Demonstrated experience developing and implementing integrated construction logistics strategies for complex, multi-contractor projects.
• Proven experience reviewing and managing Traffic Management Plans, Construction Access Management Plans, Contractor Logistics Plans, logistics infrastructure, land plot allocations, and logistics handovers.
• Strong knowledge of construction sequencing, contractor logistics management, supply chain integration, temporary facilities, traffic management, logistics governance and operational readiness.
• Experience developing logistics scopes of work, budgets, contract documentation and supporting procurement activities.
• Strong leadership, stakeholder management, communication, analytical and problem-solving skills, with the ability to work effectively across multidisciplinary and multicultural teams.
• Excellent written and verbal communication skills in English.
• Experience in Saudi Arabia, the Middle East, or GCC mega-project environments is highly desirable.
