Job description

We are seeking an experienced and proactive HR Manager to lead all Human Resources operations for Saudi Arabia. This role will be responsible for establishing, managing, and scaling HR strategies and operations in line with business growth, Saudi labour regulations, and employee engagement best practices.

The ideal candidate will have strong hands-on HR experience in fintech, payments, banking, or technology-driven environments, with deep knowledge of Saudi labour law, Saudization (Nitaqat), employee relations, and operational HR excellence.

Key Responsibilities
1. HR Operations & Administration
  • Lead end-to-end HR operations including onboarding, employment contracts, attendance, leave management, performance tracking, and offboarding.
  • Maintain accurate, compliant, and up-to-date employee records in line with Saudi labor law and internal policies.
  • Manage payroll inputs and coordination with finance, ensuring compliance with GOSI, WPS, Mudad, and other statutory requirements.
  • Handle employment documentation, Iqama processes, visas, work permits, and related government portals (Absher, Qiwa, Muqeem) in coordination with Legal and Compliance teams.
  • Manage full-cycle recruitment for the KSA entity, from workforce planning to onboarding.
  • Drive Saudization (Nitaqat) strategy and ensure alignment with Ministry of Human Resources and Social Development (MHRSD) requirements.
  • Build and maintain a strong local talent pipeline, including Saudi nationals and key specialist roles.
  • Support confidential and senior-level hiring within the region.
3. Employee Relations & Engagement
  • Act as the primary HR point of contact for employees and leadership on all people-related matters.
  • Manage employee grievances, disciplinary actions, investigations, and conflict resolution in compliance with Saudi labour law.
  • Drive employee engagement, retention initiatives, and culture-building programs aligned with Company values.
4. Compliance & Policy Management
  • Ensure full compliance with Saudi labor law, MHRSD regulations, and internal governance standards.
  • Develop, localize, and implement HR policies and procedures compliant with KSA regulations and best practices.
  • Prepare for and support internal, external, and regulatory audits related to HR operations and documentation.
5. Performance Management & Learning
  • Coordinate performance management cycles including goal setting, appraisals, and feedback processes.
  • Identify training and development needs, including leadership and compliance training, and support L&D initiatives.
  • Promote a high-performance, accountability-driven culture with structured development frameworks.
6. HR Reporting & Strategic Support
  • Provide regular HR dashboards and reports to senior management (headcount, Saudization ratios, attrition, compliance metrics).
  • Support HR budgeting, workforce planning, and HR process improvements.
  • Contribute to building a scalable, future-ready HR function to support Company regional growth in KSA.
Key Qualifications
  • Bachelor’s degree in Human Resources, Business Administration, or a related field. HR certifications (CIPD, SHRM, or equivalent) are a plus.
  • 5–8 years of HR experience in Saudi Arabia, with at least 2 years in a managerial or lead role.
  • Strong experience in fintech, payments, banking, or technology sectors is highly preferred.
  • In-depth knowledge of Saudi labour law, Saudization (Nitaqat), GOSI, WPS, Mudad, and government HR platforms.
  • Excellent communication, stakeholder management, and problem-solving skills.
  • Fluency in Arabic and English (written and spoken).
  • High level of integrity, discretion, and professionalism in handling confidential matters.
Preferred Attributes
  • Experience setting up or scaling HR operations in a high-growth or greenfield KSA environment.
  • Hands-on experience with HRIS systems and digital HR tools.
  • Strong understanding of cultural nuances and people management practices in Saudi Arabia.
