Job summary

Rgheeb | رغيب is seeking an experienced HR Operations Manager to oversee daily HR operations in Riyadh, Saudi Arabia. You will implement approved HR policies, streamline processes, and support achievement of HR objectives.

Responsibilities include payroll, benefits, attendance, contracts, compliance with MHRSD, HRIS projects, reporting, and leading a small team. The ideal candidate has 10+ years in HR, 3+ years in a leadership role, and CIPD certification.

Qualifications

• 10+ years of experience in Human Resources.
• 3+ years in a leadership or supervisory HR role.
• Practical experience with HRIS / ERP systems.
• Strong knowledge of MHRSD regulations and systems.
• Experience in payroll and employee benefits management.
• Strong leadership, analytical, reporting, and problem-solving skills.
• CIPD certification.

Job description

We are looking for an experienced HR Operations Manager to oversee the day-to-day HR operations and ensure their efficient and effective execution. The role will be responsible for implementing approved HR policies and procedures, improving the quality and flow of HR operations, ensuring timely completion of tasks, and supporting the achievement of the company's overall HR objectives.

Requirements

1. Policies & Compliance

• Update and implement the company's internal HR policies and procedures.
• Update the internal regulations in compliance with the regulations of the Ministry of Human Resources and Social Development (MHRSD).
• Ensure all employees are registered in the attendance and time-tracking system.
• Investigate cases of lateness, early departure, and absence, and apply disciplinary actions in accordance with approved policies and applicable regulations.

2. Employee Data & Attendance Management

• Maintain and update complete employee records in the HR system.
• Monitor attendance and timekeeping on a weekly basis and notify employees and department heads of violations.
• Review and approve employee leave requests.
• Manage and archive employee files.

3. Payroll & Benefits

• Manage the monthly payroll cycle and process payroll inputs and outputs.
• Manage end-of-service benefits, employee clearances, experience certificates, and employee letters.
• Manage employee medical insurance in accordance with the approved insurance grade policy.
• Manage employee financial advances in accordance with company policies.
• Manage employee flight tickets in accordance with employment contracts.

4. Contracts & Employee Administration

• Manage employee contracts and notify the relevant department head 90 days prior to contract expiry.
• Monitor probation periods and notify the department head after 45 days from the employee's joining date.
• Ensure new employees have the required tools and resources.
• Issue employee badges and business cards.
• Manage Iqama and work permit renewals following management approval.
• Prepare employee transfer letters between departments.

5. Reporting & Operational Support

• Prepare periodic and operational reports related to workforce, payroll, leave, and employee turnover.
• Address employee inquiries and resolve operational HR-related issues.
• Support senior management in the operational aspects of performance evaluations, promotions, and rewards.

6. HR Projects & Development

• Lead digital transformation projects and the development of HR Information Systems (HRIS).
• Improve the user experience of HR systems and processes.
• Perform other HR operations-related tasks or projects as assigned by senior management or the Head of Human Resources.
