Job summary

Atheer Connectivity seeks an HR Manager for HR Operations & Talent Acquisition based in Riyadh. You will build and manage the in-house HR function, oversee day-to-day HR operations, employee lifecycle management, payroll coordination, and government platform administration.

You will also lead end-to-end recruitment for business and technical roles, manage onboarding/offboarding, and ensure compliance with Saudi regulations and Saudization targets.

Qualifications

• Minimum 5+ years HR experience in Saudi Arabia covering HR Operations and Recruitment.
• Strong knowledge of Saudi labor regulations, payroll processes, and Wage Protection System requirements.
• Experience with Qiwa, GOSI, Muqeem, and Mudad.
• Proven success recruiting senior-level, senior leadership, and technical talent.
• Experience in technology, telecommunications, or high-growth organizations.
• Professional proficiency in both Arabic and English.
• Ability to manage multiple priorities independently and ensure timely completion of HR processes.
• Eligible to work in Saudi Arabia.

Responsibilities

• Own and manage Atheer’s in-house HR function and day-to-day HR operations.

Job description

We are looking to hire an HR Manager - HR Operations & Talent Acquisition based in Riyadh. This role will be responsible for building and managing Atheer's in-house HR function, overseeing day-to-day HR operations, employee lifecycle management, payroll coordination, government platform administration, and end-to-end recruitment for both business and technical positions.

This role will manage onboarding and offboarding, compliance activities, employee services, payroll preparation, Saudization monitoring, and medical insurance administration.

On the recruitment side, they will partner with hiring managers, source senior and specialized talent, manage interviews and assessments, and drive hiring processes through successful onboarding.

Requirements

Must-haves:

• 5+ years of HR experience in Saudi Arabia covering both HR Operations and Recruitment
• Practical experience with Qiwa, GOSI, Muqeem, and Mudad
• Strong understanding of Saudi labor regulations, payroll processes, and Wage Protection System requirements
• Proven success recruiting senior-level, senior leadership, and technical talent
• Experience within technology, telecommunications, or high-growth organizations
• Professional proficiency in both Arabic and English
• Ability to manage multiple priorities independently and ensure timely completion of HR processes
• Eligible to work in Saudi Arabia

Preferred experience:

• Experience bringing outsourced HR services in-house
• Familiarity with Workable ATS and RemotePass
• Bachelor's degree in Human Resources, Business Administration, or a related field
• Experience launcing employee performance review cycles
• Ability to manage annual workforce planning and HR budgeting
• Relevant HR certification such as CIPD, SHRM, or PHR is a plus
