Job Title: Geospatial Information System (GIS) Specialist
A. Project Description
- We are serving in capacity of Program Management Office (PMO) consultant for one of our PIF clients
- The program is a major urban refurbishment in Riyadh, featured by a densely populated and highly built‑up area
- The program is primarily a “brownfield” development and includes a significant number of heritage structures having historic value
- Our PMO team is collocated with our client and functioning under a unified team framework.
- We are under a multi‑year agreement with extension possibility
B. Academic Qualifications
- Bachelor’s or postgraduate degree in Geographic Information Systems (GIS), Geomatics, or closely related field (required).
- Urban Planning background is preferred.
C. Years’ Experience
- Minimum 10+ years’ hands‑on experience working with GIS in an urban development/master planning/infrastructure context.
- Experience on large multidisciplinary master planning or urban regeneration projects, preferably within KSA/GCC.
H. Key Knowledge Factors
- Strong experience with ArcGIS software and major geomatic and GIS applications (e.g., Desktop, Online, geoprocessing tools, dashboards).
- Proficiency in AutoCAD and Microsoft Office; familiarity with Adobe Creative Suite and BIM environments is preferred.
- Demonstrated experience in:
- Geospatial database design and management
- Importing and updating data from multiple sources/formats (CAD, shapefiles, imagery, spreadsheets, web services)
- Verifying and maintaining accuracy and completeness of attribute information
- Cadastral and parcel management, including land use, ownership and boundary data
- Spatial analysis and production of customized maps, reports and dashboards for decision‑making
D. Team Management Responsibilities, if required
- Provide GIS technical guidance to planners, engineers and junior GIS/technical staff within the PMO.
- Coordinate GIS data requirements and outputs with other disciplines (e.g., urban planning, infrastructure, landscape, transport).
- Support development of common GIS standards, symbology and data structures across the programme.
E. Key Responsibilities and Tasks
- Develop, maintain and update the central GIS geodatabase for the project, ensuring data integrity, consistency and security.
- Import, clean and integrate geospatial data from multiple sources (survey, CAD drawings, satellite imagery, authority datasets).
- Manage cadastral and parcel information, including land use, ownership, boundaries, and easements, in support of planning and land management activities.
- Conduct spatial analyses (e.g. buffers, overlays, proximity and density analyses) to support master planning, infrastructure routing, public realm and mobility studies.
- Produce high‑quality thematic maps, plans and GIS‑based dashboards for PMO and client presentations and reports.
- Collaborate with planners, engineers and data teams to define GIS requirements, data standards and workflows.
- Regularly review and validate datasets to identify and correct errors, gaps or inconsistencies.
- Support integration of GIS outputs with other tools (e.g. BIM models, analytical dashboards) where applicable.
F. Key Deliverables
- Maintenance of a central, structured GIS geodatabase for the project area with documented schemas and metadata.
- Up‑to‑date cadastral and land‑use layers (parcels, ownership, easements, zoning, key assets).
- Series of thematic maps and figures (e.g. land use, density, infrastructure, constraints, opportunities) for planning and reporting.
- GIS‑based spatial analysis outputs and dashboards to support decision‑making and performance monitoring.
- Regular data quality and integrity reports, including logs of updates and corrections.
- GIS standards and basic user guidance (symbology, layer naming, data handling protocols) for use across the programme.
- GIS system integration visualizations.
