Excellence and Quality Leadership
The Excellence Director will provide strategic direction for program-wide quality and excellence activities, using the Parsons Quality Management System as the foundation for process development, optimization, procedures, performance data, reporting, and training. The position will guide continuous improvement of the program Quality Management System while promoting a strong culture of quality. It will also provide senior-level oversight of risk, training, knowledge transfer, and related excellence functions.
Specific Responsibilities
- Lead and supervise excellence activities covering quality, continuous improvement, risk, training, and knowledge transfer.
- Provide Quality Systems leadership using the Parsons Quality Management System as the basis for process development and optimization.
- Direct procedure development, performance data collection, reporting, and Quality Systems training.
- Lead and facilitate activities required to maintain Parsons excellence-related certifications.
- Interface with senior and executive leadership on quality performance and improvement initiatives.
- Collaborate with Excellence representatives across business units on Quality and Risk training programs.
- Support current objectives, development of future objectives, and Management Review activities.
- Direct continued improvement of the program Quality Management System and quality culture.
- Provide leadership, guidance, and training to Parsons and Client personnel.
- Monitor performance and identify skills, training, and capability requirements across relevant disciplines.
- Liaise with programs, projects, customers, contractors, and internal departments on quality-related matters and staffing.
- Identify excellence issues and performance trends using information from multiple data sources and report findings to executive management.
- Provide management input on organizational performance metrics and process or procedural improvements.
- Support other responsibilities associated with the position as appropriate.
People and Team Management
- Participate in candidate interviews and selection activities, including hiring recommendations.
- Make staffing assignments according to departmental requirements.
- Conduct performance evaluations and recommend appropriate personnel actions.
- Provide recommendations concerning advancement, changes in employment status, or disciplinary action where required.
- Manage salary administration activities, including preparation of annual salary plans and recommendations for merit increases or promotions.
- Direct Quality, Risk, and Training personnel in day-to-day activities and special assignments.
- Ensure assigned activities and projects are completed within required timelines.
Performance Improvement and Management Systems
The Excellence Director will work across organizational and project functions to identify opportunities for measurable improvement. This includes reviewing performance information, evaluating business situations, supporting change initiatives, and strengthening processes and procedures. The role requires expert knowledge of Quality Management Systems and demonstrated experience implementing standards associated with ISO 9000, ASME, ANSI, ASTM, and similar organizations.
Skills and Competencies
- Expert management capability and extensive knowledge of Quality Management practices, processes, and current technology.
- Expert working knowledge of ISO Quality Management Systems Standards.
- Proven experience directing and implementing Quality Management Systems.
- Strong understanding of ISO 9000, ASME, ANSI, ASTM, and comparable standards.
- Ability to analyze business situations, including return on investment and cost-per-unit considerations.
- Strong written, verbal, analytical, problem-solving, and risk assessment skills.
- Clear presentation and interpersonal communication capability.
- Confidence working with executive management, clients, customers, and other senior stakeholders.
- Ability to prepare and deliver public presentations.
- Strong attention to detail.
- Proficiency with Microsoft Word, Excel, and PowerPoint.
- Ability to lead teams responsible for routine quality activities and special projects.

Education and Experience
- Bachelor 's degree in Engineering from an accredited university.
- Minimum 20 years of professional experience providing direct oversight across relevant project and program functions on large projects.
- Experience covering project controls, including cost, schedule, scope, and trends.
- Experience involving environment, safety and health, risk management, contracts, procurement, financial management, quality assurance, and quality control.
- Expert knowledge of project process improvement and change management.
- Experience with major government or semi-government projects.
- Middle East and Saudi Arabia experience is preferred.
- International working experience, with Saudi Arabia experience preferred.
- 10 years of experience in a supervisory or management capacity.
- Excellent verbal and written communication skills.
- Demonstrated ability to prepare and present effective written and oral reports.
- Proven experience directing and implementing Quality Management Systems and applicable standards.
Licenses and Certifications
- Quality-related certification such as CMQ-OE, CQA, or CQE, or the ability to obtain an applicable certification within six months of hire.
- Active membership in a nationally recognized Quality organization is preferred.
- Professional Engineer registration or Chartered Engineer status is preferred.
