Job Purpose
The Procurement Director (UAE & KSA) develops and executes the regional procurement strategy to support Starlink's multi‑country logistics and e‑commerce operations. The role oversees all sourcing, supplier management, and procurement activities across warehousing, transportation, equipment, technology, and indirect categories to ensure cost efficiency, quality, and timely delivery. It covers both CAPEX and OPEX activities, supporting operations, strategic investment, and expansion projects across the region. The position plays a critical leadership role in driving commercial excellence, optimizing total cost of ownership, and establishing robust procurement governance across both the UAE and KSA. Beyond cost savings and compliance, the role identifies and executes value‑engineering opportunities with Operations and Project teams to enhance efficiency, productivity, and business performance. The Procurement Director also leads the Procure‑to‑Pay (P2P) process in partnership with Finance, ensuring controls, process optimization, and alignment with corporate objectives. The role partners closely with Operations, Finance, Projects, and Executive Management to align procurement decisions with business goals, support new facility launches, and enable sustainable, scalable growth.
Main Job Responsibilities
- Strategic Sourcing & Procurement Leadership – Develop and execute regional procurement strategies for UAE and KSA. Oversee sourcing across multiple categories including warehouse infrastructure, logistics services, transportation, technology, and indirect spending. Lead high‑value contract negotiations and supplier partnerships to maximize commercial value, quality, and service performance. Establish long‑term procurement frameworks to support scalability, cost optimization, and operational continuity.
- Supplier Relationship & Contract Management – Build and manage strategic relationships with key regional and global suppliers to ensure reliability and performance excellence. Oversee contract governance, renewals, and compliance with corporate and legal standards. Implement supplier performance measurement systems, drive improvement plans for underperforming vendors, and lead vendor risk assessments with mitigation strategies for critical categories and supply chains.
- Cost Optimization & Budget Governance – Drive cost efficiency initiatives and total cost of ownership improvements across all procurement categories. Partner with Finance and Operations to align procurement budgets, forecasts, and cost‑control measures. Introduce competitive sourcing, tendering, and benchmarking processes to deliver sustainable savings and margin improvement. Monitor and report procurement performance against strategic KPIs and business targets.
- Compliance, Governance & Risk Management – Ensure all procurement practices comply with corporate policies, regional laws, and ethical sourcing standards. Establish a robust procurement governance model ensuring transparency, accountability, and audit readiness. Proactively identify procurement and supply‑chain risks, developing mitigation and continuity plans. Champion responsible and sustainable procurement aligned with ESG and corporate objectives.
- Process Excellence & Digital Transformation – Lead procurement process optimization and standardization across UAE and KSA operations. Leverage ERP procurement systems and analytics tools to drive data‑based decision‑making. Monitor market trends, supplier innovation, and industry benchmarks to enhance procurement agility and competitiveness. Promote continuous improvement, automation, and digital integration in sourcing and vendor management.
- Perform other job‑related projects and assignments that may arise under specific circumstances, as directed by the direct supervisor or manager.
Qualifications
- Bachelor's degree in supply chain management, business administration, procurement, or a related field.
- Minimum 10 years of procurement experience, maximum 15 years.
- Strong knowledge of procurement best practices, market trends, and supplier risk management.
- Understanding of global procurement regulations, trade compliance, and ethical procurement practices.
- Strong negotiation, communication, and relationship management skills.
Education and Certifications
- Relevant certification preferred: CIPS, CPSM, or equivalent procurement certifications.
Languages and License
- Arabic – Fluent.
- English – Fluent.
- Valid driver's license required.
