Job summary

The Zakat, Tax and Customs Authority seeks a senior leader to drive the development and implementation of digital solutions. You will oversee multidisciplinary teams, ensuring high quality outputs aligned with enterprise standards and business goals.

You will guide budget discussions, optimize spend, and oversee rigorous testing, rollout, and continuity planning, all while upholding ZATCA values and delivering value across digital platforms.

Qualifications

• Bachelor's degree in Information Technology or equivalent required.
• Master's degree in Information Technology Management or Business Administration or equivalent preferred.

Responsibilities

• Lead and manage development and implementation of digital solutions and products.
• Oversee multidisciplinary teams and ensure compliance with enterprise standards.
• Discuss budget requirements with senior management and input to budgeting process.
• Ensure optimal use of digital development budget and report progress.
• Validate initiatives and propose those with positive financial results and reduced risk.
• Supervise readiness of test environments and conduct system tests and UATs.
• Oversee design development and testing reviews for integrity and consistency.
• Direct technical and digital teams to achieve operational and strategic objectives.
• Manage launches of digital products and services and plan retreat and continuity.
• Establish a high-performance environment and promote ZATCA values.

Job description

The job holder is responsible for leading and managing the development and implementation of digital solutions and products by overseeing multidisciplinary teams and applying flexible working methods and ensuring the development of integrated and high-quality digital solutions that comply with business requirements and enterprise design standards in order to achieve implementation efficiency systems sustainability quality of digital outputs enhancing the user experience and achieving digital transformation goals.

Job Responsibilities

• Implement plans and provide the necessary inputs to be able to achieve digital development goals that support the Authority s overall strategic objectives
• Discuss budget requirements Digital development with senior management and provide input related to the budgeting process
• Ensure optimal use of the digital development budget and provide an accurate report on progress and challenges encountered
• Validate initiatives and propose the implementation of those that achieve positive financial results for digital development and mitigate financial and operational risks
• Supervise the readiness of test environments and implement system tests and user acceptance tests in accordance with approved standards
• Oversee design development and testing reviews to ensure integrity quality and consistency in digital outputs
• Lead manage and direct technical and digital teams to ensure the achievement of operational and strategic objectives
• Manage the launches of digital products and services and ensure the readiness of the systems and related entities and the plans for retreat and continuity
• Establish a high-performance working environment and promote ZATCA values
