Job Description
Title: Delivery Manager. Industry: Telecom. Reporting to: CIO / CTO / Chief Digital Officer. Role Purpose: The Head of IT Demand, Delivery & Governance will design, implement, and operationalize an enterprise-wide IT Demand, Delivery, and Project Governance framework aligned with business strategy, Annual Operating Plan (AOP), regulatory obligations, and telecom industry best practices.
The role ensures predictable delivery, transparent governance, optimized resource utilization, regulatory compliance, and measurable business outcomes, while enabling sustainable adoption and structured knowledge transfer to internal teams.
Key Responsibilities
- IT Demand Management: Design and implement an end-to-end Demand Management Framework, including demand intake, classification, triage, and prioritization; align demand with AOP, strategic objectives, and financial controls; establish business case development standards and benefits realization tracking; enable visibility and decision‑making across the enterprise demand portfolio.
- Delivery Management & Governance: Enable and govern Agile, Waterfall, and Hybrid delivery models; establish delivery assurance mechanisms, stage gates, and performance metrics; integrate DevSecOps governance into delivery and release processes; ensure predictable delivery outcomes across programs and projects.
- Project, Program & Portfolio Management: Define and implement Project, Program, and Portfolio lifecycle frameworks; establish standards for QA, risk and issue management; dependency and milestone tracking; enable portfolio‑level reporting and executive dashboards.
- Capacity & Resource Management: Design capacity and resource management models aligned with demand forecasts; optimize utilization of internal and external resources; enable skills‑based allocation and forward‑looking capacity planning.
- Financial & Procurement Governance: Define procurement governance integrated with the project lifecycle, including procurement planning, RFI, RFQ, and RFP execution; vendor evaluation, contracting, and onboarding; ensure project financial management aligns with AOP, budgeting, and cost controls; establish approval and decision governance mechanisms.
- Change & Release Management: Define and implement change management and release governance frameworks; ensure controlled releases with minimal business disruption; align change, release, and deployment processes with delivery governance.
- Tools, Reporting & Enablement: Configure and enable governance tools and executive dashboards; develop and maintain Demand & Delivery Framework documents, governance playbooks, SOPs, and standards; lead training programs, workshops, and knowledge transfer sessions; provide operational governance support for initial stabilization (2 months) and deliver a structured handover and support plan to internal teams.

Required Experience & Skills
- 10–15+ years of experience in IT Governance, EPMO, Demand & Delivery Management.
- Strong experience in telecom or large regulated enterprises.
- Proven expertise in: demand management and portfolio prioritization; agile, waterfall, and hybrid delivery governance; procurement and vendor management; financial and benefits realization governance; strong stakeholder management at executive level.
- Hands‑on experience with PMO / PPM / EPMO tools and dashboards.
