Cost Engineer
Industry: Petrochemicals, Oil and Gas. Location: Khobar, Saudi Arabia.
Requirements / Qualification:
- Preferred BSc in engineering
- Minimum 15 years of experience in cost control roles within the petrochemical sector.
- Experience in Saudi Arabia working on major industrial projects.
- Strong hands‑on background in petrochemical project cost control.
- Extensive brownfield project experience—including modifications, upgrades, and tie‑ins.
- Turnaround (TA) experience
- Expertise in project cost control software and ERP tools (SAP, Oracle, Primavera, etc.)
- Strong analytical and reporting skills with attention to detail
- Excellent communication and stakeholder coordination skills
- Preference will be given to candidates currently based in the Kingdom (KSA)
Responsibilities:
Cost Management & Control
- Develop, implement, and maintain cost control systems and procedures for brownfield petrochemical projects.
- Prepare and manage project budgets, cost forecasts, and cash flow projections.
- Monitor actual project expenditures and compare them against budgeted values.
- Analyze and report cost variances, highlighting trends, risks, and corrective actions.
- Ensure cost data accuracy and integrity across all phases of the project.
Cost Reporting & Monitoring
- Produce detailed monthly, quarterly, and annual cost reports for management and stakeholders.
- Track project commitments, invoices, changes, and potential cost impacts.
- Conduct cost analysis for work packages, materials, labor, and subcontracted services.
- Evaluate cost performance during all phases of brownfield and turnaround activities.
- Project Controls Integration
- Work closely with planning, procurement, engineering, construction, and finance teams to maintain accurate cost‑related information.
- Support change management processes including cost estimation and change impact assessments.
- Contribute to risk assessments by identifying cost‑related risks and mitigation plans.
Turnaround & Brownfield Project Support
- Provide full cost management support during turnaround (TA) planning and execution.
- Track and monitor costs associated with shutdown activities, emergent work, and schedule‑driven expenditures.
- Participate in post‑turnaround cost reviews and lessons learned sessions
