Parsons is seeking a Contract Manager to join its team in Riyadh, Saudi Arabia, supporting the FIDIC Engineer across the Master Development Unit Projects portfolio. The role is responsible for contract administration throughout the project lifecycle, with a strong focus on FIDIC-based contracts, claims, variations, extensions of time, payments, contractual risk, and close-out. Working alongside commercial, project controls, cost, and planning teams, the Contract Manager will help ensure contractual obligations and entitlements are properly administered across major development projects.
What You 'll Be Doing
- Administer FIDIC-based contracts, including the Red, Yellow, and Silver Books, together with Client-specific conditions.
- Support contract management procedures, governance requirements, and reporting standards across the project portfolio.
- Provide contractual advice to the Client, FIDIC Engineer, Delivery Partner, and project teams.
- Manage contracts throughout their lifecycle, including execution, notices, instructions, variations, amendments, and close-out.
- Review and prepare contractual correspondence, notices, instructions, determinations, recommendations, and certifications.
- Monitor Employer and Contractor obligations, deliverables, compliance requirements, and key contractual dates.
- Administer and evaluate variations, claims, payments, extensions of time, and final accounts.
- Identify and assess Contractor claims and Employer entitlements, supporting negotiation and resolution where required.
- Coordinate contractual position papers, entitlement assessments, delay analyses, and supporting documentation.
- Maintain contract registers, claims logs, variation logs, risk registers, and other contract management records.

- This includes supporting assessments involving extensions of time, acceleration, delay, disruption, liquidated damages, variations, and other contractual entitlements.
- The role will work closely with Project Controls, Commercial, Cost, and Planning teams to ensure schedule, cost, risk, and change information is aligned with contractual requirements and supported by appropriate project records.
Payment and Commercial Controls
- Review payment applications, progress valuations, and supporting records for compliance with contract requirements.
- Support controls designed to prevent overpayment, unsupported claims, and unauthorized commitments.
- Contribute to the evaluation of final accounts and outstanding contractual matters.
- Maintain accurate and traceable records supporting contractual and commercial decisions.
Stakeholder and Portfolio Coordination
Maintain effective communication with the Client, Contractors, consultants, and other project stakeholders on contractual and commercial matters. Participate in progress meetings, commercial reviews, governance meetings, and claims discussions while providing clear contract management information for decision-making. Prepare regular contract management reports, dashboards, and portfolio updates covering contractual status, claims, variations, risks, and key actions.

- Contribute to contract management procedures, lessons learned, and continuous improvement initiatives.

What Required Skills You 'll Bring
- Bachelor 's degree in Law, Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
- Minimum 10 years of progressive experience in contract administration, contracts management, or commercial management.
- Experience working on major infrastructure, mixed-use development, or large-scale construction programs.
- Strong experience administering FIDIC-based contracts within an Engineer, PMC, Delivery Partner, contractor, or consultancy environment.
- Good knowledge of FIDIC contract forms, Conditions of Contract, and bespoke amendments.
- Proven experience managing variations, claims, extensions of time, payment applications, and final accounts.
- Working knowledge of delay analysis, disruption, quantum assessment, and contractual entitlement.
- Good understanding of contract administration, procurement, commercial management, and financial controls.
- Familiarity with project controls covering schedule, cost, risk, and change management.
- Strong written and verbal communication skills with the ability to prepare clear contractual correspondence and reports.
- Effective negotiation, problem-solving, and stakeholder management skills.
- Ability to collaborate with multidisciplinary project teams and external stakeholders.
- Strong attention to detail, organization, and contract record keeping.
- High standards of integrity, confidentiality, and professional judgement.
- Proficiency in contract management systems, Microsoft Office, and reporting tools.
- Membership of a relevant professional body such as RICS, CIArb, CIOB, or an equivalent organization is desirable.
