Job summary

PMK International Consult LLC is seeking a senior Quantity Surveyor for its Riyadh office. The role focuses on leading pre-contract commercial services, cost plans, tendering, and procurement strategies within a high-calibre team.

The successful candidate will have a degree in Quantity Surveying, MRICS preferred, and at least five years of Saudi Arabia experience with strong CostX and Excel skills. You will ensure adherence to RICS and KSA standards while supporting project delivery.

Qualifications

• Degree in Quantity Surveying or related discipline.
• MRICS preferred or working toward chartership.
• Minimum 5 years’ experience in Saudi Arabia with local market knowledge.
• Strong pre-contract experience in cost planning, estimation and tendering.
• Advanced CostX user with take-off and cost modelling skills.

Responsibilities

• Lead pre-contract commercial services including cost plans, estimates, budgets and benchmarking.
• Prepare quantities, measurement and cost models per client requirements.
• Develop procurement strategies and tender documentation including BOQs and pricing schedules.
• Manage tender processes including tender analysis, clarifications and award recommendations.
• Support post-contract administration of FIDIC contracts including valuations and final accounts.
• Prepare cost reports, forecasts and cash flow projections, highlighting risks.
• Act as day-to-day commercial contact for clients, design teams and contractors.
• Supervise and develop Quantity Surveyors and Assistant QSs.
• Ensure compliance with RICS standards, QA procedures and KSA regulatory requirements.

• Develop procurement strategies and tender documentation, including BOQs and pricing schedules.
• Manage tender processes, including tender analysis, clarifications and award recommendations.
• Support post-contract administration of FIDIC contracts, including valuations, variations, cost reports and final accounts.
• Prepare cost reports, forecasts and cash flow projections, highlighting commercial risks.
• Act as the day-to-day commercial contact for clients, design teams and contractors.
• Supervise and develop Quantity Surveyors and Assistant QSs.
• Ensure compliance with RICS standards, internal QA procedures and KSA regulatory requirements.

Key Requirements

• Degree in Quantity Surveying, Commercial Management or a related discipline, ideally RICS-accredited.
• MRICS preferred, or actively working towards chartership.
• Minimum 5 years’ experience in Saudi Arabia, with a strong understanding of the local construction market and contracting practices.
• Strong pre-contract experience, including cost planning, estimating, measurement, procurement and tendering.
• Advanced CostX user, with strong 2D/3D take-off and cost modelling capability.

• Working knowledge of FIDIC contracts and post-contract cost management.
• Strong client-facing, communication and report-writing skills.
• Advanced Excel skills
• Saudi Council of Engineers (SCE) registration, or the ability to obtain it.
• Based in Riyadh full-time, with KSA work eligibility (valid or transferab Iqama).
