Role Purpose

The Commercial Analyst will play a key role in converting strategic initiatives into a credible Phase 1 financial view, covering capital expenditure, operational expenditure, unit economics, revenue logic, and overall investment readiness.

The role focuses on building clear, transparent, and decision‑ready financial models to support prioritisation, affordability assessment, and delivery strategy, including public–private partnership (PPP) considerations where relevant.

Key Responsibilities
  • Develop initiative‑level cost models, including CAPEX, OPEX, lifecycle costs, and time‑to‑value assessments
  • Build consolidated Phase 1 budgets across multiple initiatives and workstreams
  • Create revenue models for initiatives, incorporating mechanisms such as:
  • Fees and charges
  • Tariffs and subscriptions
  • Advertising and leasing income
  • Transaction or service‑based commissions
  • Support PPP and alternative delivery models by outlining:
  • Project economics and affordability
  • Risk allocation and assumption sets
  • Viability gap and funding considerations
  • Develop integrated financial models linking:
  • KPIs and performance dashboards
  • Work closely with economists, urban planners, infrastructure specialists, and strategy leads to ensure alignment between financial logic, policy context, and delivery pathways
  • Prepare clear financial inputs for strategic reports, business cases, and senior stakeholder presentations
Candidate Requirements
  • 7–12+ years’ experience in cost estimation and financial modelling, ideally within:
  • Facilities management
  • Utilities or municipal services
  • Strong experience developing CAPEX / OPEX models, revenue forecasts, and financial scenarios
  • Exposure to PPP‑style financial logic, investment appraisal, or structured financing is a strong advantage
  • Ability to translate complex financial analysis into clear, decision‑oriented outputs
  • Experience supporting early‑stage strategy, feasibility, or pre‑investment phases is highly desirable
  • Strong Excel and financial modelling skills; experience with dashboards and KPI reporting is beneficial
