Job summary

Confidential Government seeks an experienced executive to drive construction delivery, engineering execution, and program controls across a national real estate portfolio. You will own lifecycle accountability from inception to handover, ensuring on-time asset delivery within CapEx baselines and premier engineering standards.

You will manage on-site operations, PMO governance, and contractor performance, with a focus on EVM, CPM, MMC, and BIM integration, while coordinating with sales,

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or Architectural Engineering.
• Master's degree in Construction Engineering, Project Management, or MBA is preferred.
• Experience in engineering and construction management within real estate development.
• Proven track record leading large-scale master-planned infrastructure and vertical building execution.
• PMP or PgMP — Required; RICS / CIOB / PE status — Preferred.

Responsibilities

• Direct on-site construction operations, site logistics, and contractor execution across active developments.
• Oversee PMC, supervision consultants, and Tier-1 contractors to enforce schedule adherence.
• Implement advanced Project Controls: EVM, CPM scheduling, cash-flow S-curves, weekly lookaheads.
• Drive MMC, VE, modular construction, BIM integration, and build quality control regimes.
• Oversee project procurement strategy and contractor pre-qualification, tendering, and awards.
• Lead handover, title deeds, and asset transition to FM and Owners' Associations.
