Qualifications

10+ years of hands-on Oracle APEX development.
Proficiency in PL/SQL, Oracle Database, and SQL.
Government/public sector experience preferred.
Fluent in Arabic and English; Arabic mandatory.
Based in Qatar with valid residency and right to work.

Responsibilities

Design, develop, and maintain Oracle APEX applications aligned to government sector requirements.
Build and optimize complex PL/SQL procedures, functions, triggers, and packages.
Collaborate with stakeholders to translate requirements into APEX solutions.
Perform system integration, testing, troubleshooting, and performance tuning.
Ensure compliance with government security standards and regulatory frameworks.
Maintain technical documentation and provide ongoing support and enhancements.
