Job summary

Swan Global seeks a Procurement Manager - Offshore EPC to lead procurement, subcontracting, and logistics for an offshore project in Qatar. Requires 12 years total experience, including 4 years offshore, and strong ERP/system knowledge.

The role reports to project leadership and collaborates with engineering, planning, construction, logistics, and QA/QC to meet schedule, cost, and quality objectives.

Qualifications

• Minimum 12 years procurement experience in EPC oil & gas projects, including 4 years offshore.
• Proven track record in procurement and subcontract management for large EPC contracts.
• Sound understanding of offshore fabrication, marine logistics, and installation supply chains.
• Excellent negotiation, communication, and leadership skills.

Responsibilities

• Develop and implement the Project Procurement Execution Plan in alignment with EPC project milestones.
• Define procurement strategies for long‑lead items, critical packages, and offshore construction materials.
• Ensure procurement schedules are integrated into the overall project plan; track key material and vendor delivery milestones.
• Develop and maintain supplier databases specific to offshore and marine supply chains.
• Prepare and issue RFQ packages, ensuring clarity in scope, specifications, and delivery requirements.
• Evaluate commercial bids in coordination with engineering and contracts.
• Lead technical-commercial alignment and final negotiations with vendors and subcontractors.
• Prepare and issue Purchase Orders, Subcontracts, and Service Agreements in compliance with project terms and company policies.
• Identify, prequalify, and manage suppliers and subcontractors for fabrication, coating, offshore installation, and marine equipment.
• Monitor supplier performance in terms of delivery, quality, and documentation compliance.
• Coordinate vendor data submittals, ITPs, and shipping documentation with QA/QC and expediting teams.
• Manage vendor kick-off meetings, progress reviews, and inspections (FATs/SATs).
• Interface with logistics and marine teams for transport of heavy equipment and offshore delivery documentation.
• Monitor compliance with regulations and ensure material readiness for offshore load-out.
