Job summary

KEO Group seeks a seasoned Road Engineer to join our team in Doha, Qatar, supporting the Roads Operation and Maintenance Division. You will lead road asset maintenance programs, coordinate with stakeholders and contractors, and ensure contract compliance and safe, efficient road networks.

The ideal candidate has 10+ years in road engineering, a Civil Engineering degree, and a proven track record in managing contractors and delivering maintenance projects. A Qatar driving license is advantageous.

Qualifications

• 10+ years of relevant experience in road engineering.
• Bachelor’s degree in Civil Engineering from an accredited university.
• Minimum 3 years’ experience managing contractors and leading teams.
• Knowledge of road operation and maintenance is mandatory.

Responsibilities

• Understand road operation and maintenance activities, scope, tasks and targets.
• Oversee operation and maintenance of road assets (asphalt, lighting, safety barriers, signs, structures).
• Coordinate with stakeholders, MCs and contractors to execute O&M activities.
• Plan and program operation and maintenance of road assets across the network.
• Oversee O&M works and supervise maintenance crews.
• Review tender documents and develop scope of works for road maintenance contracts.
• Prepare cost estimates for maintenance contracts and provide technical/financial input to committees.

Responsibilities

Our newest opportunity is for a talented Road Engineer to join our team in Doha, Qatar, supporting our Client’s Roads Operation and Maintenance Division.

We envisage success in this role to include:

• Understanding road operation and maintenance activities, scope, tasks and targets.
• Managing and overseeing the operation and maintenance of road assets, including asphalt works, street lighting, safety barriers, traffic and directional signs, highway structures, HVAC systems and passenger lifts.
• Coordinating with stakeholders, Management Consultants (MCs) and contractors to execute road network operation and maintenance activities.
• Planning and programming the operation and maintenance of road assets across the network.
• Administering, prioritising and overseeing O&M works and supervising assigned maintenance crews.
• Undertaking supervisory and inspection activities to ensure contract compliance, as assigned by Lead Engineers.
• Reviewing tender documents and developing scope of works for road maintenance contracts.
• Preparing cost estimates for maintenance contracts based on defined scopes of work.
• Reviewing tender submissions and evaluation reports and providing technical and financial recommendations to the relevant committees.
• Providing support on commercial matters and contract risks related to ongoing maintenance contracts.
• Supporting teams and contractors in complying with processes and procedures related to the Enterprise Asset Management System (EAMS).
• Supporting the project team in ensuring road upgrading and maintenance works are carried out in accordance with specified technical standards and that corrective actions are implemented where required.
• Developing quarterly, annual and long-term preventive and routine maintenance plans to ensure road networks achieve the required operational performance in line with asset management standards and recommendations.
• Coordinating with the Design Department to develop and implement improvements to existing road networks.
• Monitoring the performance of maintenance contractors to ensure compliance with defined SLAs.
• Preparing project scopes of work for new and maintenance works for tendering and quotation purposes.

Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include 10+ years of relevant experience, supported by a Bachelor’s degree in Civil Engineering or a related discipline from an accredited university or college.

• Extensive experience in road networks, including a minimum of 3 years’ experience managing contractors and leading teams.
• Knowledge and experience in the operation and maintenance of road assets is mandatory.
• Experience with performance-based maintenance contracts would be an advantage.
• Knowledge of roadwork quality requirements, environmental policies, procedures and applicable regulations.
• Demonstrated ability to support and implement change.
• A valid Qatar Driving Licence would be an advantage.
• Ability to communicate effectively in Arabic, both verbally and in writing, would be preferred.
