Job summary

KEO International invites applications for a Handover Coordinator based in Doha, Qatar. You will lead handover and close-out activities with the Client, End Users, Contractor, and project stakeholders to ensure a smooth and timely handover in line with contractual requirements.

The role requires at least 10 years total experience, including 7+ years in handover/close-out, a Bachelor’s Degree in Engineering, and a valid Qatar Engineering License / UPDA registration.

Qualifications

  • At least 10 years of total experience, with a minimum of 7 years in project handover and close-out.
  • Bachelor’s Degree in Engineering.
  • Experience in local roads, highways, or expressway projects, preferably in Qatar.
  • Valid Qatar Engineering License / UPDA registration.
  • Bilingual capability in Arabic and English is preferable.

Responsibilities

  • Coordinate handover and close-out activities with Client, End Users, Contractor, and stakeholders.
  • Review and monitor commissioning, testing, handover plans and schedules.
  • Review handover deliverables including as-built documentation, O&M manuals, testing and commissioning records, certificates, warranties.
  • Coordinate with project team and Contractor to monitor progress against handover milestones and contractual requirements.
  • Conduct regular meetings and progress reviews to resolve issues affecting handover and close-out.
  • Establish and monitor procedures for snagging, inspection, de-snagging, and final acceptance activities.
  • Coordinate final inspections to facilitate issue of NOCs, Taking Over Certificates, and other close-out documentation.
  • Prepare handover progress reports and maintain accurate records.

Responsibilities

Our newest opportunity is for a talented Handover Coordinator to join our award-winning team based in Doha, Qatar, working on a recently awarded project.

The role will be responsible for coordinating project handover and close-out activities with the Client, End Users, Contractor, and project stakeholders, ensuring a smooth and timely handover in accordance with contractual requirements and established project procedures.

We envisage success in this role to include:

  • Coordinating with the Client, End Users, Contractor, and key stakeholders to establish project-specific handover requirements, plans, procedures, and schedules.
  • Reviewing and monitoring the Contractor’s commissioning, testing, handover, and close-out plans and schedules.
  • Reviewing the Contractor’s handover deliverables, including as-built documentation, operation and maintenance manuals, testing and commissioning records, certificates, warranties, and other project close-out documentation.
  • Coordinating with the project team and Contractor to monitor progress against handover milestones and contractual requirements.
  • Conducting regular meetings and progress reviews with relevant stakeholders to identify and resolve issues affecting handover and close-out activities.
  • Establishing and monitoring procedures for snagging, inspection, de-snagging, and final acceptance activities.
  • Coordinating with the Contractor, project team, and End Users to facilitate testing, commissioning, inspections, and other activities required for project handover.
  • Monitoring the preparation, review, and completion of as-built drawings and other project handover documentation.
  • Conducting handover-related inductions and communicating project-specific requirements and procedures to the project team and relevant stakeholders.
  • Coordinating final inspections with the Client, End Users, and relevant stakeholders to facilitate the issuance of required NOCs, Taking Over Certificates, and other completion documentation.
  • Identifying outstanding handover and close-out items and following up with responsible parties to ensure timely completion.
  • Preparing regular handover progress reports and maintaining accurate records of handover and close-out activities.
  • Coordinating the preparation and submission of project close-out reports in accordance with Client and KEO requirements.
  • Ensuring handover activities are carried out in accordance with the contract, project procedures, and applicable Client requirements.
Qualifications

To be successful in this dynamic opportunity, we envision that your career journey to date will include at least 10 years of total experience, including a minimum of 7 years of relevant experience in project handover and close-out, partnered with a Bachelor’s Degree in Engineering.

You will also have:

  • Proven experience in local roads, highways, or expressway projects, preferably within Qatar.
  • Valid Qatar Engineering License / UPDA registration.
  • Strong experience in project handover, testing and commissioning, snagging/de-snagging, documentation, and project close-out.
  • Good knowledge of construction contracts, project handover requirements, and coordination with Clients, Contractors, End Users, and other stakeholders.
  • Strong communication, coordination, and reporting skills.
  • Bilingual capability in Arabic and English is preferable.
