Job summary

Mandarin Oriental Doha is seeking a People & Culture Operations Manager to lead and strengthen the P&C department within our luxury hotel in Doha. The role focuses on recruitment, staff relations, and compliance with local laws while supporting the hotel’s strategic objectives.

The candidate should have 2+ years in a P&C leadership role, fluency in English, and experience with multinational teams. Qatar labour laws knowledge and a hospitality background are essential.

Qualifications

• Minimum 2 years in a 5-star hotel environment.
• 2+ years as a People & Culture Manager or 3+ years as an Assistant P&C Manager.
• Fluent English, written and spoken.
• Experience with recruitment and disciplinary processes.
• Ability to work with multicultural teams.
• Knowledge of Qatar Labour laws.

Responsibilities

• Collaborate with departments to meet recruitment needs and delight guests.
• Manage vacancies and recruitment within budget and operational needs.
• Oversee starters, transfers, promotions, variations and leavers.
• Oversee day-to-day P&C operations and workflow.
• Plan, organize, and implement department activities.
• Administer compensation programs.
• Adhere to Qatar legislation related to P&C.
• Maintain headcounts in line with budgets.
• Administer disciplinary and grievance procedures with the Director.
• Provide HR support to department heads and colleagues.
• Establish and maintain effective colleague relations.
• Develop and adhere to corporate and hotel P&C policies.
• Degree or Higher National Diploma equivalent in Hospitality/Hotel/Business Management or HR.

About the job

Based at the Mandarin Oriental, Doha, within the People & Culture team, the People & Culture Operations Manager is responsible for maintaining and strengthening the People & Culture Department, so it embodies every aspect of MOHG's Culture and Vision.

As a People & Culture Manager at Mandarin Oriental,Doha you will be responsible for the following duties:

• To work closely with departments, ensuring the hotel's recruitment needs are met to be able to delight our guests
• To manage all vacancies and recruitment functions, in line with budget requirements, reviewing where necessary in line with operational needs.
• To manage all colleagues' procedures with regard to starters, transfers, promotions and variations, plus leavers
• Oversee the day-to-day P&C operations and the workflow of the department
• Plan, organise, and implement activities of the department
• Implement and annually update the compensation program
• To adhere to all Qatar Legislation relating to People and Culture
• To manage and maintain headcounts, ensuring that they are in line with agreed departmental headcount budgets
• To manage and administer Disciplinary & Grievance procedures in conjunction with the Director of People and Culture
• To provide Human Resources support to Department Heads and colleagues in order achieve the hotel's strategic business objectives
• Establish and maintain effective colleague relations
• To support, develop, implement, and adhere to corporate & hotel People & Culture policies and procedures.
• Degree or Higher National Diploma equivalent in Hospitality/Hotel/Business Management or Human Resources

As People & Culture Operations Manager, we expect from you:

• Minimum 2 years of experience working in a 5-star hotel environment
• A minimum of 2 years’ experience as a People and Culture Manager or 3 years as an Assistant People and Culture Manager or equivalent role
• International Experience with GCC and/or Doha preferred
• Able to communicate fluently in English, verbally and in writing
• Able to learn and apply local laws effectively within a reasonable time frame
• Able to work with multicultural teams
