Jobtailor in Lisbon seeks an experienced Head of HR Operations to lead a small team and own the HRIS strategy across multiple jurisdictions. You will drive best practices, ensure data integrity, and partner with finance to manage budgets and headcount while aligning global policies with local laws.

You will oversee German payroll, support labor law compliance, and deliver analytics to inform executive decisions.

• Lead, mentor, and develop a small HR operations team


• Set objectives, track progress, provide feedback, and review team and individual deliveries


• Identify and implement market best practices in HR operations


• Own the organizational HRIS and serve as the primary vendor contact


• Coordinate HRIS updates and drive system changes where required


• Oversee HRIS maintenance, data integrity, and security


• Manage employee records, process updates, and regular or ad‑hoc reporting


• Use HR data and analytics to support decision‑making and provide actionable insights


• Take direct responsibility for German payroll and related labor‑law compliance


• Supervise payroll processing for all hubs except Germany


• Coordinate with finance on budgets, headcount, and reporting


• Coordinate with payroll, insurance, taxation, social security, and government entities


• Ensure HR processes comply with German and international labor laws


• Audit policies, processes, and guidelines and implement necessary changes


• Conduct internal HR audits and identify risks, gaps, and improvement opportunities


• Maintain current legislative knowledge and ensure compliance across all hubs


• Lead HR projects involving tools, systems, migrations, process improvements, and policy rollouts


• Collaborate with stakeholders to design, implement, and monitor HR initiatives


• Serve as the primary HR contact for German or Portuguese employees


• Communicate HR policies and adapt global practices to local legal and cultural requirements


• Identify and implement automation and process improvements


• Monitor HR metrics and KPIs and prepare reports for management and senior leadership

Requirements

• Bachelor’s degree ideally in Human Resources Management, Business Administration, or related field


• 5+ years in HR operations in a global environment


• 1-3 years in team supervision/management


• Thorough technical knowledge and experience maintaining and managing HRIS such as Personio, Workday, SAP, or Peoplesoft


• Experience with payroll systems and data analytics tools


• Strong understanding of international HR compliance and audits, including TISAX, ISO, and SOX


• Specific knowledge of German labor law


• Experience supporting HR operations, including payroll


• Understanding of European labor laws and related topics


• Ability to manage HR projects and drive continuous improvement


• Excellent communication, analytical, and problem‑solving abilities


• Strong organizational and time‑management skills


• Fluency in English and German or Portuguese
