Euroclear is seeking an experienced IT Programme Lead, Asset Servicing & Tax Transformation, to shape and deliver large-scale transformation initiatives across Asset Servicing, Tax, and post-trade modernization. Qualifications

• 15+ years of IT leadership experience in Financial Services.
• Strong programme governance, planning, budgeting, risk/issue management, and reporting.
• Proven budget ownership and portfolio management responsibilities.
• Experience in Securities Services, Asset Servicing, Tax, or Post-Trade Operations.
• Led large international technology organizations (50+ FTEs).
• Delivered large-scale transformation programmes exceeding €10 million in core banking and critical landscapes.
• Experience with outsourcing and governance of technology partnerships (e.g., offshore teams).
• Proficient in agile delivery with modern engineering practices and executive-level communication.

Responsibilities

• Lead a portfolio of strategic programmes and change initiatives aligned with Euroclear's business objectives.
• Build roadmaps, delivery plans, milestones, dependencies, and investment cases across multiple workstreams.
• Supervise project managers, squads, and delivery partners to ensure coherent execution.
• Contribute to Executive Steering Committees and governance forums with transparent reporting on progress, risks, and budgets.
• Manage programme budgets, forecasts, resource plans, and investment priorities.
• Coordinate cross-domain teams to ensure end-to-end delivery and regulatory compliance.
• Identify, assess, and mitigate risks and cross-program dependencies.
• Challenge delivery plans to accelerate outcomes and maximize business value.
• Ensure measurable benefits, operational efficiency, resiliency, and compliance across initiatives.
• Oversee vendor contributions and strategic partnerships, ensuring delivery commitments and quality.
