Job summary

The International Rescue Committee (IRC) in Pakistan is initiating a Protection focused project in Khyber Pakhtunkhwa, seeking a Supply Chain Officer to oversee day-to-day procurement, contract work, asset management, and warehouse operations across districts.

You will ensure compliance with IRCWAY policies, coordinate with vendors, generate reports, and support field teams in logistics and inventory control, contributing to effective and accountable humanitarian response.

Qualifications

• Bachelor's degree in supply chain, procurement, logistics, business administration or related field.
• Minimum 3 years of professional experience in supply chain, procurement, logistics, inventory, warehousing or fleet management.
• Experience with donor compliance, MS Excel/Word, and documentation standards.

Responsibilities

• Develop and regularly update procurement and supply plans aligned with workplans and budgets.
• Coordinate with vendors to ensure timely procurement of programme, office and operational supplies.
• Manage assets, inventory, rental vehicles and warehouse matters for districts.
• Provide administrative support to field offices and teams.
• Enter data into ERP/online systems and generate reports; prepare monthly reports.

About the position

The International Rescue Committee is initiating a Protection focused project in five districts of Khyber Pakhtunkhwa funded by IOM. The initial duration of the project is 6.5 months with possible further extension. The project works toward one overarching outcome: improved access to legal support, case management, and community-based protection services, alongside stronger community structures to prevent and respond to protection risks. Four outputs deliver this: community-based protection mechanisms that expand awareness and access to services; case management and referral pathways for at-risk individuals; legal services, including counsel and representation; and a protection monitoring framework to systematically capture and track protection risks.

Supply Chain Officer will be responsible to oversee day by day operational activities including, managing all procurement requests, contract, lease agreement of IRC Sindh assets, inventory, rental vehicles contracts and warehouse related matters for Sindh offices.

The job holder is responsible to promote accountability and ensure compliance with IRCWAY policies, Core Humanitarian Standards for Quality and Accountability (CHS), including the complaint and response mechanism (CRM), to ensure that affected communities and people are at the center of emergency response.

The responsibilities include:

• Develop and regularly update the project procurement and supply plan in line with the approved workplan, budget and implementation schedule.
• Coordinate with vendors and relevant stakeholders and ensure timely procurement of programme, office and operational supplies in accordance with IRC procurement procedures and donor requirements.
• Manage assets, inventory, rental vehicles and warehouse related matters for assigned districts.
• Provide the required administrative support to field Office.
• Develop improved storage plan i.e. ware housing etc.
• Responsible for entering data into ERP, BVA online system and generating reports.
• Review and submission of monthly field supply chain reports on fuel consumption, vehicles usage, inventory/assets tracking reports etc.
• Manage and support staff according to standard IRC guidelines.
• Generate and review of PRTS and Commitment reports related to KP Office.

Key Working Relationships

• Position Reports to: Office In charge / Provincial Office Supply Chain
• Position directly supervises support staff

Job Requirements

Education: Minimum Bachelors, Master's degree will be advantaged in Supply Chain Management, Procurement, Logistics, Business Administration, Commerce, or a related field.

Work Experience:

• Minimum 3 years of relevant professional experience in supply chain, procurement, logistics, inventory, warehousing and/or fleet management, preferably with an international NGO or development organization.
• Practical experience in procurement processes, vendor coordination, inventory management, asset tracking, warehousing and distribution.
• Experience supporting field operations across multiple districts or geographically dispersed locations. Good understanding of procurement policies, donor compliance requirements and documentation standards.
• Experience with MS Excel, Word and other standard office applications; ability to maintain and analyze inventory and procurement records.
• Experience of working in KP particularly target districts will be preferred
