Job Summary:

The International Rescue Committee proposes this 6.5-month project with an aim to enhance the safety, dignity, resilience of vulnerable communities in five target districts in Khyber Pakhtunkhwa by improving access to specialized protection and legal assistance services, enhancing awareness of legal and human rights, and reinforcing community-level and stakeholder capacities, through an integrated, inclusive, and community-led protection system. With the supervision and guidance of the Senior Finance officer, the Finance Officer will support the day-to-day financial management of the project, ensuring accurate, timely and compliant financial transactions, budget monitoring, expenditure control and financial reporting in accordance with IRC policies and procedures, and donor requirements. This position involves travel in the field.

Major Responsibilities:

Support the Senior Finance officer in preparation and regular review of the project budget, expenditure forecasts and cash requirements.

Maintain accurate and timely financial records and ensure transactions are properly coded to the project and relevant budget lines.

Process payments, advances, settlements and other project financial transactions in accordance with IRC procedures.

Review supporting documentation for completeness, accuracy, authorization and compliance before processing payments.

Monitor project expenditure against the approved budget and promptly flag variances, underspending or potential over-expenditure to Senior Finance officer.

Provide regular budget-versus-actual expenditure updates to the Senior Finance officer and Project Management.

Coordinate with Programme, Supply Chain and HR teams to ensure financial requirements are properly reflected in activity planning, procurement and staffing.

Support preparation of monthly financial reports, expenditure forecasts and donor financial reporting.

Maintain proper filing and documentation of vouchers, invoices, advances, liquidations and other financial records.

Monitor staff and operational advances and follow up on timely liquidation in accordance with IRC procedures.

Support payroll-related processes and project staff cost allocation, where applicable.

Ensure compliance with IRC financial policies, donor requirements and applicable internal controls.

Support internal and external audits, financial reviews and donor verification exercises by providing required documentation.

Identify and report financial risks, irregularities or control weaknesses to the Senior Finance officer.

Maintain confidentiality and proper safeguarding of financial information.

Support project close-out, including expenditure reconciliation, clearance of outstanding advances and commitments, financial documentation and final reporting.

Comply with IRC policies on safeguarding, PSEA, fraud prevention, Code of Conduct and other relevant organizational requirements.

Key Working Relationships:

Position Reports to Senior Finance officer at Peshawar. It directly supervises drivers, office-aid and cleaner. The position closely coordinates with the program, finance, supply chain functions, MEAL and MIS.

Job Requirements:

a) Education: Minimum Bachelors, Master’s degree will be advantaged in Finance, Accounting, Business Administration, Commerce or a related field. Professional qualification or progress toward ACCA, CA, CIMA or equivalent will be an advantage.

Work Experience: Minimum 3 years of relevant professional experience in finance/accounting, preferably with an NGO/INGO or development/humanitarian organization.

Experience in project financial management, budget monitoring, expenditure tracking and financial reporting.

Experience working with donor-funded projects, preferably IOM or other UN-funded programs, is an advantage.

Experience processing payments, advances, liquidations, payroll-related transactions and maintaining financial documentation.

Experience supporting audits, financial reviews and donor compliance requirements.

Experience working with INTEGRA, field-based teams and managing financial transactions across multiple locations is desirable.
