The role requires minimum 4 years as a Functional Team Lead and active involvement in bid evaluation, vendor pre-qualification, and internal controls for invoices. Based at Karachi with full-time responsibilities.

Qualifications

• CA / ACMA with at least 6 years post-membership experience.
• MBA / ACCA with at least 9 years relevant experience.
• Candidate must have at least 4 years of experience as Functional Team Lead.

Responsibilities

• Coordinate with user departments in finalizing tender floatation per PPRA rules and prepare pricing estimates.
• Review evaluation reports of tenders in line with Public Procurement Rules and budget considerations.
• Scrutinize tender documents/contracts for senior management approval.
• Ensure compliance with PPRA rules and SOPs during tender evaluation.
• Support senior management in internal controls for timely invoice verification and observations.
• Draft observations and advise user departments to clear observations and complete formalities for Verified and Approved invoices.
• Supervise processing of bills for Service Contracts (Ditching, Backfilling, Telecom) as per schedule.
• Participate in pre-qualification of vendors and liaise between procurement and rest of organization.
• Ensure resource utilization and expense control to meet budgetary targets.
• Adhere to Enterprise Risk Management Framework and Business Ethics Policy.
• Undertake any other task assigned by management.
