Job summary

ZAPTA Technologies is seeking a Program Manager to turn the program plan into daily delivery across four cities. You will be the single operational point of contact with PSDF and coordinate with the TPM and Key Account Manager to ensure timely staffing, training, certification and placement.

The role reports to the Strategic Advisor and leads a team including the Infrastructure & Compliance Coordinator and Placement Coordinators.

Qualifications

• 16-year Bachelor's degree in CS, IT, Management or related field.
• Master’s degree preferred.
• At least 5 years managing training/education/workforce programs.
• 2+ years on government- or donor-funded programs with third-party monitoring.

Job description

The Program Manager turns the program plan into day-to-day delivery. The program has 20 training

batches across four cities, and each one has to be staffed, equipped, enrolled, trained, certified and

placed on time. You will be ZAPTA’s single operational point of contact with PSDF, its Key Account

Manager and the Third-Party Monitor (TPM). You will also be accountable for the monthly evidence

that program payments depend on.

You will report to the Strategic Advisor and lead the program team: the Infrastructure & Compliance

Coordinator, the Mobilization & Placement Coordinator, and all Lead Trainers, Trainers, Teaching

Assistants, Lab Instructors and Technical Mentors.

Key Responsibilities

Program setup

• Build the master schedule for every batch, covering start dates, lab allocation, morning and evening shifts, and trainer assignments in each city.
• Hire trainers, mentors, teaching assistants and lab instructors who meet PSDF criteria. Prepare their profiles and get every trainer cleared before deployment.
• Finalize the Implementation Plan and the Trainee Mobilization Plan, and oversee venue readiness for PSDF inspection.
• Run orientation on PSDF Business Rules for all program staff.

Enrolment and training delivery

• Confirm that each batch has 30 verified, eligible trainees and is fully staffed and equipped before day one.
• Review biometric attendance every day and step in early when attendance or retention drops.
• Make sure sessions follow the PSDF session plan, and that assessments, mini projects and capstones are marked on PSDF rubrics within five working days.
• Host TPM visits and resolve any observations the same day.
• Handle trainer absences only through PSDF-approved substitution.

Certification

• Make sure every trainee is ready for the exam, coordinate exam bookings and vouchers with the Punjab Information Technology Board (PITB), and schedule retakes promptly.

Placement

• Lead weekly placement reviews and track every graduate by name for three months after training.
• Make sure graduates’ income evidence is collected in the format PSDF requires.

Reporting and governance

• Submit monthly progress reports, Pre-Batch Reports and milestone claims on time.
• Maintain the attendance, assessment, grievance and appeal, and trainer-change registers so they
• Prepare inputs for steering committee meetings and trade reviews.
• Escalate risks with a proposed solution.

What Success Looks Like

• 70% of certified graduates are earning verified income within three months, in every batch.
• 100% of trainees are certified, with a first-attempt pass rate of 90% or higher.
• Monthly retention and 70% attendance targets are met in every batch, with no cancelled classes.
• There are zero PSDF Business Rule penalties and zero TPM findings in penalty categories.
• All trainers are cleared before their first session, and any replacement is in place within five working days.
• Reports and claims are submitted on time and accepted without revision.

Requirements

• A 16-year Bachelor’s degree in Computer Science, IT, Management or a related field. A Master’s degree is preferred.
• At least 5 years managing training, education or workforce development programs.
• At least 2 years on government- or donor-funded, output-based programs with third-party monitoring, such as PSDF, NAVTTC, TEVTA, USAID or GIZ.
• Experience scheduling across multiple sites, and recruiting and managing technical trainers.
• Strong, audit-grade documentation and reporting skills.
• Working knowledge of the PSDF BSS portal and PSDF Business Rules is strongly preferred.
• Fluent English and Urdu.
• Willingness to travel across Punjab every week, with at least one visit to each city per month.
