Job summary

PTCL seeks a senior leader to drive the Ethics & Compliance program across the enterprise. You will oversee risk assessments, policy development, and engagement with regulators and auditors, ensuring adherence to telecom rules and merger obligations.

The role requires 10–12 years in ethics, risk, or compliance in a telecom context, with a focus on governance and due diligence in a hybrid work environment.

Qualifications

• Master’s in law, business or finance; professional certifications in assurance, compliance, ethics, or risk are a plus.
• 10–12 years of supervisory/leadership experience in ethics & compliance or related function.
• Experience with PTCL operations, telecom regulatory environment, and merger obligations is preferred.

Responsibilities

• Lead and strengthen PTCL’s ethics and compliance program, policies, and strategy.
• Oversee risk assessments across ABAC, AML, GSEC, and regulatory domains.
• Coordinate with regulatory authorities and external auditors.
• Maintain Code of Conduct and compliance governance across units.
• Monitor regulatory changes and report to senior management and Board committees.
• Oversee due diligence frameworks for third parties and mergers.

IN THIS ROLE YOU WILL

Be responsible for leading and continuously strengthening PTCL’s enterprise-wide Ethics & Compliance program by developing and implementing policies, processes, and strategies, while overseeing compliance risks across ABAC, AML, GSEC, regulatory, and other applicable domains. The role owns the Code of Conduct, conducts enterprise compliance risk assessments, monitors evolving telecom regulations and industry standards, coordinates compliance activities and merger-related obligations, and serves as the key interface with regulatory authorities and external auditors.

HOW CAN YOU EXPRESS YOUR TALENT

• Develop, implement, and continuously enhance PTCL’s Ethics & Compliance program, policies, procedures, and strategy in alignment with the evolving telecom regulatory landscape and e& Group requirements.


• Develop and drive the annual compliance plan, incorporating emerging risk areas, monitoring implementation progress, and providing periodic governance updates to e& Group, senior management, and the Board Audit Committee.


• Conduct regular compliance risk assessments to identify vulnerabilities, evaluate exposures, and implement appropriate mitigation strategies.


• Own and strengthen ABAC, AML, GSEC, sanctions screening, Conflict of Interest, and Third-Party/Business Partner Due Diligence frameworks and controls.


• Monitor compliance with telecom and corporate laws and regulations, proactively respond to regulatory changes, and coordinate with the Regulatory function for required reporting to e& Regulatory.


• Monitor compliance with the CCP’s PTCL/MergeCo merger order, including coordination of required information and liaison with the appointed Third-Party Reviewer.


• Own and maintain PTCL’s employee and third-party Code of Conduct while fostering an ethics-driven compliance culture across functions and business units.

WHAT YOU NEED TO BE SUCCESSFUL

Qualification

• Master’s in law, Business or Finance / CA / ACCA; a professional certification in Assurance, Compliance, Ethics, or Risk (e.g., CCEP, CIA, CRMA, CISA etc.) will be a plus.

Experience

• 10-12 years of experience in a supervisory/leadership role within Ethics & Compliance or a closely related legal, risk, or regulatory function.


• Enterprise-wide / Strategic and comprehensive understanding of PTCL`s Operations, the telecom regulatory environment, the PTCL/MergeCo merger obligations, and the ABAC/AML/GSEC risk landscape, sufficient to advise Senior Management and the Board.
