Job summary

MinebeaMitsumi Cebu is seeking a Workforce Planning Analyst to develop and maintain total workforce capacity plans across direct and indirect labor for micro-actuator optical components. Qualifications

  • Education: Bachelor’s Degree in Industrial Engineering, Supply Chain Management, Operations Management, Finance, or related field.
  • Experience: 2–5 years in capacity planning, headcount modeling, or production planning in high-precision electronics or similar.
  • Strong analytical and modeling capabilities with ERP/MRP exposure.

Responsibilities

  • Translate customer MPS and line-rate requirements into daily/weekly/13-week CTL headcount models.
  • Model labor across prototype to mass production lifecycle and incorporate shift/downtime factors.
  • Collaborate with Process Engineering to update SHPU and balance line capacity.
  • Analyze line bottlenecks, scrap/rework impact, and adjust headcount accordingly.
  • Run what-if scenarios to evaluate reconfigurations and demand surges.
  • Coordinate with schedulers to align staffing with material availability and OT needs.
  • Monitor headcount variance and prepare management dashboards for reviews.
  • Provide daily shift staffing allocations with cross-functional teams (HR, Ops, PPIC).

Job description

The Workforce Planning Analyst develops, models, and maintains total workforce capacity plans (Direct and Indirect Labor) across process assembly, inspection and packaging operations for micro-actuator optical components. Operating within the PPIC Department, this role bridges customer demand schedules and labor capacity to meet strict delivery milestones while optimizing labor efficiency to ensure the company has sufficient labor capacity to cover the customer demand.

Job Responsibilities:
1. Customer Demand & Labor Modeling (NPI, MP and AC)

Translate customer Master Production Schedules (MPS) and line-rate requirements into detailed daily, weekly, and rolling 13-week Count Total Labor (CTL) headcount models.

Dynamic labor modeling across different product lifecycle stages—from prototype/NPI validation builds to peak mass production volume ramps and end-of-life (EOL) step-downs.

Incorporate production variables (offset labor to cover breaks and rotation labor to ensure compliance to 60 hours workweek) into standard labor hour calculations.

2. Capacity Planning & Yield Balance Analysis

Collaborate closely with Process Engineering (IE) to continuously update Standard Hours per Unit (SHPU) for high-precision optical component micro-assembly.

Analyze line balancing, workstation bottlenecking, and scrap/rework labor allowances to adjust real-time headcount planning based on actual yield rates.

Perform "what-if" capacity scenario modeling to evaluate line reconfigurations, yield shifts, or unexpected customer demand surges.

3. PPIC Integration & Operational Alignment

Partner with Production Schedulers to align shift planning, line staffing, and overtime needs with material availability (micro-actuator sub-assemblies, silicon chips, lenses) to prevent idle labor waiting time.

Monitor weekly target vs. actual headcount (Direct Labor vs. Indirect Labor ratio) across automated, semi-automated, and manual micro-assembly lines.

4. Clear To Labor Update and Reporting

Track and manage clear to labor reporting: Demand vs Actual Labor Variance, Forecast vs Actual Attrition %, and Forecast vs Actual Absence %.

Prepare management reporting and audit-ready data dashboards for internal leadership reviews and customer account operational reviews.

5. Cross-Functional Stakeholder Coordination

Operations / Cleanroom Management: Provide clear daily shift staffing allocations and track actual attendance against line capacity targets.

Human Resources & Staffing Agencies: Maintain rolling labor forecasts to drive targeted recruitment, operator cleanroom onboarding, and temporary labor scaling.

Quality & Engineering: Adjust labor models based on incoming inspection holds, or secondary quality sorting requirements.

Qualifications & Key Requirements
Education & Experience
  • Education: Bachelor’s Degree in Industrial Engineering, Supply Chain Management, Operations Management, Finance, or related technical field.
  • Experience: 2–5 years of experience in capacity planning, headcount modeling, or production planning within high-precision electronics, semiconductor, micro-optics, or global Tier-1 consumer electronics supply chains.
Technical Skills
  • Workforce & Labor Analytics: Deep proficiency in calculating Takt Time, Cycle Time, Standard Hours (SHPU), Line Balancing, FTEs, and OEE.
  • Advanced Modeling: Expert-level Microsoft Excel skills (VBA, Power Query, complex mathematical/statistical modeling, dynamic dashboards) or Python/R data analysis.
  • ERP/MRP Systems: Hands‑on experience with SAP, Oracle, or specialized MES (Manufacturing Execution Systems) for cleanroom floor tracking.
  • Visualization Tools: Proficiency in Microsoft Excel, Power BI or Tableau to convert complex labor metrics into clear executive reports.

  • High Agility: Ability to adjust labor models rapidly in response to sudden customer demand shifts or engineering revisions.
  • Analytical Rigor: Exceptional attention to detail; comfortable navigating massive data sets with high accuracy.
