JLL in the Philippines seeks a Technical Supervisor to provide hands-on leadership and technical oversight for facility maintenance. You will manage a team of technicians, schedule daily work, and ensure safe, reliable operation of HVAC, electrical, plumbing and life-safety systems to meet client expectations.
You will coordinate preventive maintenance programs, review work orders in the CMMS, supervise contractors, manage inventory, and enforce safety policies.
Position OverviewThe Technical Supervisor provides hands‑on leadership and technical oversight for facility maintenance operations, managing a team of technicians to ensure safe, reliable, and efficient operation of building systems and infrastructure. This role combines technical expertise with supervisory responsibilities to maintain optimal facility performance, coordinate maintenance activities, and ensure quality service delivery while supporting operational objectives and client satisfaction.
The Technical Supervisor directly manages and leads a team of maintenance technicians, HVAC technicians, and trade specialists responsible for facility operations and maintenance. This includes scheduling and assigning daily work assignments based on priorities, skill levels, and workload balance, conducting regular team meetings to communicate priorities, safety reminders, and performance expectations, providing coaching, mentoring, and skills development to enhance team capabilities, and conducting performance evaluations with constructive feedback and recognition. The role ensures adequate staffing coverage for facility operations including coordination of overtime, on‑call rotations, and emergency response while fostering a positive team culture focused on safety, quality, and continuous improvement.
Overseeing day‑to‑day maintenance operations across assigned facilities, the Technical Supervisor ensures all building systems operate reliably and efficiently. This includes reviewing and prioritizing work orders in the CMMS, ensuring timely completion and quality execution, coordinating preventive maintenance activities according to established schedules and manufacturer requirements, responding to emergency maintenance situations and mobilizing appropriate resources, and conducting facility inspections to identify maintenance needs, safety hazards, and deficiencies. The role monitors equipment performance and addresses issues proactively to minimize downtime, oversees corrective maintenance activities to restore failed systems quickly and effectively, and ensures proper documentation of all maintenance activities, parts usage, and labor hours in the CMMS.
Serving as the technical escalation point for complex maintenance issues, the Technical Supervisor provides expert troubleshooting support for HVAC systems, electrical distribution, plumbing systems, building automation controls, and specialized building equipment. This includes diagnosing root causes of equipment failures and performance issues, determining appropriate repair strategies and coordinating execution, making technical decisions on repair versus replacement considerations, and ensuring repairs meet quality standards and restore full functionality. The role provides hands‑on technical assistance when situations require advanced expertise or additional resources.
Ensuring a safe work environment for the maintenance team and building occupants is paramount. The Technical Supervisor enforces safety policies, procedures, and protocols including lockout/tagout, confined space entry, and fall protection, conducts safety training and toolbox talks on relevant hazards and safe work practices, investigates incidents and near‑misses to identify root causes and prevent recurrence, and ensures proper use of personal protective equipment and adherence to manufacturer safety guidelines. The role maintains compliance with OSHA regulations, conducts regular safety inspections of work areas and equipment, and promotes a culture of safety awareness throughout the team.
The Technical Supervisor manages relationships with external contractors and service providers to supplement in‑house capabilities. This includes coordinating contractor activities including access, permits, and integration with building operations, providing technical oversight to ensure contractor work meets specifications and quality standards, reviewing contractor invoices for accuracy and appropriate scope completion, and evaluating contractor performance and providing feedback to procurement or facilities management. The role ensures contractors adhere to facility rules, safety requirements, and client expectations while on site.
Ensuring comprehensive preventive maintenance programs are executed consistently and effectively, the Technical Supervisor reviews PM completion rates and addresses backlogs or scheduling conflicts, audits PM work quality to ensure tasks are performed thoroughly per standards, identifies opportunities to optimize PM frequencies and task lists based on equipment performance, and ensures proper documentation of PM findings, adjustments made, and parts replaced. The role works with engineering staff to refine PM programs based on equipment condition trends and failure analysis.
Managing maintenance inventory to ensure parts availability while controlling costs, the Technical Supervisor monitors stock levels of critical spare parts and consumables, approves parts requisitions and ensures appropriate materials are ordered, implements inventory control procedures to minimize waste and obsolescence, and coordinates with procurement for timely ordering of equipment and materials. The role ensures proper storage and organization of parts and tools in maintenance shops and storage areas.
The Technical Supervisor maintains comprehensive understanding of facility systems and their interdependencies including HVAC systems such as chillers, boilers, air handlers, controls, and distribution equipment, electrical systems including switchgear, transformers, panels, lighting, and emergency power, plumbing systems covering domestic water, sanitary/storm drainage, and specialized systems, fire protection including sprinklers, alarms, suppression systems, and life safety equipment, and building envelope components including roofs, windows, doors, and weatherproofing. The role ensures the team operates systems efficiently while maintaining occupant comfort and system reliability.
Effective communication with multiple stakeholders ensures alignment and transparency. The Technical Supervisor provides regular status updates to facilities management on maintenance activities, issues, and progress, communicates with building occupants regarding planned maintenance activities and service impacts, prepares reports on team performance metrics including work order completion, downtime, and costs, and documents significant incidents, equipment failures, and corrective actions taken. The role participates in client meetings to discuss facility performance, upcoming projects, and maintenance concerns.
