Position Title: Talent and OD Manager
Overall Objectives:
The Talent and OD Manager is responsible for providing manager-level support to the HR Senior Business Partner in translating business priorities into integrated talent management, organization development, learning, engagement, capability-building, and talent acquisition solutions. The role drives alignment of CIC and MIB talent management programs and initiatives, oversees talent acquisition governance and stakeholder coordination, supports consistent execution of people strategies across CMIP, and serves as the designated CMIP M-Learning Administrator to enable effective learning governance, deployment, and reporting. Day-to-day talent acquisition activities from selection to onboarding are primarily supported by Concepcion Business Services Inc. as the shared services organization of CIC, with internal support from the Talent & OD Specialist.
Key Responsibilities:
People Management and Development:
Provides meaningful assistance to the HR Senior Business Partner in translating business priorities into talent and organization development plans for assigned client groups
Coordinates with HR Business Partners and business leaders to implement people management and development interventions that strengthen leadership capability, employee engagement, and talent readiness
Supports the identification, development, monitoring, and review of key talents, successors, and critical roles, ensuring that development actions are practical, tracked, and aligned with business needs
Facilitates regular coordination with stakeholders to sustain timely execution of talent reviews, individual development plans, career discussions, and related people development actions
Build Organization and People Capability:
Assists the HR Senior Business Partner in engaging business and functional leaders on organization capability priorities, workforce implications, and talent risks
Leads the coordination and implementation of capability-building initiatives, including training needs analysis, learning plans, leadership development, culture-building, and organization development interventions
Aligns CIC and MIB talent management programs, calendars, processes, reporting requirements, and implementation standards to promote consistency and shared discipline across CMIP
Identifies opportunities to improve organization structures, people processes, learning systems, and talent practices to make execution simpler, more efficient, and more responsive to business needs
Build Brand as Employer of Choice:
Supports employer branding and employee experience initiatives that reinforce CMIP as an employer of choice and help attract, engage, develop, and retain high-potential and high-performing talent
Oversees talent acquisition-related employer branding initiatives and coordinates with Concepcion Business Services Inc., business leaders, and internal HR stakeholders to ensure that candidate attraction, selection, and onboarding experiences reflect CMIP’s employer value proposition
Partners with HR and business stakeholders in communicating and embedding talent, learning, culture, engagement, and acquisition-related programs in a manner that strengthens employee commitment and leadership credibility
HR Operations Management:
Manages day-to-day execution, documentation, monitoring, and reporting of talent management, organization development, learning, capability-building, and talent acquisition governance activities in coordination with the HR Senior Business Partner
Oversees the end-to-end talent acquisition process at the governance and stakeholder management level, ensuring that selection, offer coordination, onboarding, service delivery, and issue resolution are properly supported by Concepcion Business Services Inc. as CIC’s shared services organization
Provides guidance and coordination support to the Talent & OD Specialist in monitoring requisitions, onboarding requirements, recruitment reports, candidate experience concerns, and follow-through with business stakeholders
Serves as the designated CMIP M-Learning Administrator, ensuring accurate user coordination, course deployment support, completion tracking, reporting, and issue escalation as needed
Ensures timely consolidation of program data, learning metrics, talent reports, acquisition updates, and action trackers to support management decision-making, governance reviews, and continuous improvement
Maintains compliance with applicable HR policies, ethics and compliance requirements, data privacy expectations, and documentation standards related to talent, OD, learning, and talent acquisition activities
HR Business Partner Support:
Provides focused support to the HR Senior Business Partner on Talent Management, Organization Development, Learning, and Talent Acquisition priorities, including the following:
Talent Management Program Support - Coordinates talent review preparation, data consolidation, meeting materials, action tracking, and follow-through on development commitments for CIC and MIB
Organization Development Support - Assists in diagnosing organization and capability gaps, recommending practical interventions, and monitoring implementation of culture, engagement, leadership, and change initiatives
Talent Acquisition Oversight - Oversees talent acquisition governance, stakeholder coordination, requisition monitoring, selection support, onboarding follow-through, and service issue escalation in partnership with Concepcion Business Services Inc. and with internal support from the Talent & OD Specialist
Learning and Capability Administration- Administers CMIP learning requirements through M-Learning, coordinates with program owners and learners, monitors completion, and prepares learning status reports for leadership review
Stakeholder and Governance Support - Provides timely coordination, documentation, communication support, and analysis that enable the HR Senior Business Partner to make informed decisions and sustain disciplined execution of people initiatives
Education:
Essential: Bachelor’s Degree in Human Resources, Psychology, Behavioral Science, Business Administration, Industrial Relations, Organizational Development, or any related course
Desired: Post-graduate studies or certification in Human Resources, Organization Development, Talent Management, Learning and Development, Industrial Relations, or related discipline
Training & Certification:
Essential: Training in talent management, organization development, learning needs analysis, facilitation, project coordination, HR analytics, and learning management system administration
Desired: Certification or formal training in OD, change management, coaching, instructional design, facilitation, HR business partnering, or learning platform administration is an advantage
Experience:
Essential: At least 4 years of relevant HR experience, with exposure to talent management, organization development, learning and development, employee engagement, talent acquisition, or HR business partner support. Experience coordinating talent reviews, development plans, learning programs, capability-building initiatives, recruitment updates, onboarding activities, and related HR governance activities. - Experience preparing reports, dashboards, presentations, action trackers, and stakeholder communications for HR and business leaders
Desired: Experience supporting multiple business units or stakeholder groups, preferably across CIC and MIB or similar operating environments. Experience coordinating with shared services teams or external providers for recruitment, onboarding, learning, HR operations, or employee lifecycle support. Experience administering learning platforms, online learning systems, surveys, recruitment tools, applicant tracking systems, or HR technology tools. Exposure to labor relations, change management, culture programs, succession planning, leadership development, or talent acquisition governance is an advantage
