The Talent and Learning Specialist, is part of the Pacific Human Resources Team and matrixed to the Talent Management and OD Center of Excellence. This role is responsible for identifying training needs, the design and delivery of training programs across different learning channels, management and utilization of the Learning Management System (LMS).
The role coordinates, facilitates and evaluates effectivity of Enterprise programs aligned to the talent strategy. Involvement in Talent Management processes such as performance management, talent review, succession planning among others on an administrative and learning support is also in-scope. This role will also be responsible for reporting requirements needed on training and learning for HR metrics and ESG requirement.
Provide strong support as COE to the Citadel Group and its Operating Companies in collaboration with the HR teams.
RESPONSIBILITIES:
The Employee will:
Organization Needs Assessment:
- Conduct assessments to identify individual, team, and organizational training needs.
- Collaborate with HRBP and leaders to align L&D programs.
Program Design & Development:
- Support the design, development, and implementation of a learning interventions (e.g. learning sessions, training programs, refreshers, e-learning, brown-bag sessions, etc).
- Stay updated on industry trends and incorporate innovative practices into learning modules
Facilitation & Delivery:
- Facilitate learning sessions in person or remote.
- Foster a positive learning environment and encourage active participation from employees.
Evaluation & Governance:
- Monitor and evaluate the effectiveness of learning programs using appropriate feedback tools.
- Continuously improve learning designs based on employee feedback and performance outcomes.
- Monitor and report on training metrics across OpCos and return on investment (ROI) for high-value programs.
- Ensure learning programs' adherence to Group Corporate Policies (i.e. Mandatory policies and others as assigned from time to time).
- Support OpCos in their timely compliance to state-mandated and regulatory training programs (e.g. BOSH, Data Privacy, etc)
Learning Technology & Tools:
- Manage learning management systems (LMS) and other digital tools to ensure efficient delivery of training programs.
- Utilize multimedia tools and platforms to create engaging and meaningful learning content
Collaboration & Partnership:
- Partner with OpCo HR, business leaders, and external training vendors to ensure learning programs support with overall company goals.

Required Qualifications, Capabilities, And Skills:
- Bachelor's degree in Human Resources, Organizational Development, or related field (or equivalent experience)
- Minimum of 5 years of experience in learning & development, with exposure to talent management
- Strong organizational and project management skills with the ability to support training initiatives and execute governance of training processes
- Effective communication and interpersonal skills
- Basic knowledge of adult learning principles and instructional design
- Passion for driving learning and development initiatives
- Familiarity with learning management systems (e.g. SuccessFactors) and HR technology platforms (MS Teams, Canva) is a plus
