Job summary

Oxfam Pilipinas seeks an experienced leader to drive the design and implementation of its programs, strengthening partnerships and capacity development across a national and regional footprint. You will lead strategic partnerships, fundraising, and policy influence to advance the organization’s mission.

The role reports to the Senior Management Team and shapes the country program's strategy, ensures high-quality delivery, and fosters cross-sector collaboration for sustainable impact.

Qualifications

• Degree in social sciences, economics or political science.
• At least 10 years of experience in humanitarian and development sectors at senior level.
• Experience in program management, resource mobilization, and multi-country/regional leadership.

Responsibilities

• Leads design and development of OPH programs to ensure integration, coherence, quality and impact.
• Oversees development and embedding of a strategic partnership model and expands partnerships for innovation and high-quality delivery.
• Leads strategy on resource mobilization, donor engagement, consortium formation, and funding diversification.
• Provides strategic oversight of OPH-led programs, including large-scale, multi-country donor-funded initiatives.
• Guides coalitions, networks, and partnerships to strengthen collaboration and accountability.
• Represents OPH with donors, government, and other stakeholders on program and partnership matters.
